CALL TO ORDER. <br /> 8 Meeting called to order at 7:20 p.m. <br /> 9 <br /> 10 II. ROLL CALL. <br /> 11 Councilmembers Present: Ranallo, Marks, Faust, Cavanaugh, and Thuesen. <br /> 12 Councilmembers Absent: None. <br /> 13 Also Present: Michael Morrison, City Manager; Kim Moore-Sykes, Management Assistant; <br /> 14 Jay Hartman, Public Works Director; Pete Willenbring, WSB; and Todd Hubmer, WSB. <br /> 15 <br /> 16 III. INTRODUCTION OF NEW OWNERS OF THE ST. ANTHONY SHOPPING CENTER. <br /> 17 Dick Horst, owner of the Coast to Coast Hardware store in the St. Anthony Shopping Center <br /> 18 introduced the new owners of the St. Anthony Shopping Center. They reported that they are <br /> 19 local business partners who have purchased and renovated several metro-area shopping centers. <br /> 20 They indicated that they want to bring good tenants to the Center and work with the City in a <br /> 21 partnership to make this happen. They reported that they have been in the Twin Cities for 20 <br /> 22 -35 years. <br /> 23 <br /> 24 IV. TODD HUBMER, WSB & ASSOCIATES, INC. WILL BE PRESENT TO DISCUSS <br /> 025 THE FOLLOWING: <br /> 26 A. Funding for Flood Mitigation Projects. Hubmer presented a report on anticipated <br /> 27 expenditures and revenue sources for the completion of the City's flood mitigation <br /> 28 project through the year 2000. <br /> 29 <br /> 30 B. Feasibility Study on Silver Point Park. Hubmer presented his on report the seven <br /> 31 alternatives to the flood mitigation projects proposed for the Harding area that were <br /> 32 requested by the residents of the Harding area and the costs for each of the alternatives. <br /> 33 Hubmer reported that additional alternatives for Silver Point Park were submitted for <br /> 34 research. He estimated that those three additional options would cost the City an <br /> 35 additional $4.2 million and $5 million and would involve the purchase of property, <br /> 36 including homes. <br /> 37 <br /> 38 The Mayor reported that he had received several letters from residents living near <br /> 39 Silver Point Park indicating that they are not interested in selling their homes. Hubmer <br /> 40 answered several questions regarding the level of flood protection offered by the <br /> 41 various alternatives and street reconstruction projects. <br /> 42 <br /> 43 The Council agreed that there is no easy solution for the City's flooding situation and <br /> 44 would need to make a decision soon. <br /> 45 <br /> • 46 <br /> 47 <br />
