I C. 29`' Avenue NE Street Improvements. <br /> 2 Hubmer reported that the preliminary recommendation for the Year 2000 Street <br /> 3 Watermain and Flood Mitigation Improvement project is that 29`h Avenue from Wilson <br /> 4 Street on the west to Crestview on the east to be reconstructed as a component to <br /> 0 <br /> 5 implementing the City's Flood Mitigation Improvement. Hubmer presented estimated <br /> 6 costs and timetables for construction of the Year 2000 Street and Flood Mitigation <br /> 7 Improvement project. <br /> 8 <br /> 9 V. CITY BUDGET FOR FY 2000. <br /> 10 Councilmember Cavanaugh indicated that he wanted to discuss the budget preparation schedule <br /> 11 and budgeting process. He presented some suggestions. Councilmember Marks indicated that <br /> 12 the discussions really begin at the goal setting retreats, where the Council proposes a broad <br /> 13 vision and goals. He reported that these visions and goals are then presented to Staff to <br /> 14 determine what is needed to complete the goals and objectives. He reported that this <br /> 15 preliminary budget plan is presented to the Council for fine-tuning. Councilmember Faust <br /> 16 agreed. The City Manager stated he would get copies of the Falcon Heights budget for <br /> 17 Council and Staff review, as this is the budget that Councilmember Cavanaugh was talking <br /> 18 about. <br /> 19 <br /> 20 VI. CDBG FUNDS FOR ARCHITECTURAL BARRIERS. <br /> 21 The City Manager reported that Hennepin County has advised him that money allocated to the <br /> 22 City for the removal of architectural barriers has not been expended. Hennepin County has <br /> 23 indicated that there are residents who have applied for and qualified for funds for the Home <br /> 24 Repair program and have advised that the remaining funds allocated for architectural barriers <br /> 25 could be diverted to the Home Repair program. Hennepin County has requested a letter fromAh <br /> 26 the City asking for these funds to be diverted. The City Council directed the City Manager to <br /> 27 compose and send a letter to Hennepin County requesting that the remaining funds be diverted. <br /> 28 <br /> 29 VII. REVIEW TAX INCREMENT FINANCING. <br /> 30 The City Manager recommended that further review of possible future TIF projects by the <br /> 31 Council be tabled because of new owners for the St. Anthony Shopping Center. The City <br /> 32 Manager also reported that Richard Krier and he will be attending a neighborhood meeting on <br /> 33 March 16'. <br /> 34 <br /> 35 VIII. DISCUSS VOLUNTEER DINNER. <br /> 36 The City Manager reported that Kit Welchin is available to speak at the City's Volunteer <br /> 37 Dinner on April 30`x. He also reported that the topic will be "Stress, Time and <br /> 38 Procrastination". The City Manager also presented that invitation list and asked that any <br /> 39 additions to the list should be given to the City Clerk. The Council suggested that ministers <br /> 40 should be invited also. <br /> 41 <br /> 42 IX. FUTURE AGENDA ITEMS. <br /> 43 The City Manager reviewed agenda items for upcoming Council meetings. <br /> 44 <br /> 45 X. OTHER BUSINESS. <br /> 46 A. Discuss Purchase of Community Service Officer Vehicle. The Chief of Police reporte� <br /> 47 that a four-wheel drive vehicle had been recently recovered through drug forfeiture. <br /> 2 <br />
