1 CITY OF ST. ANTHONY <br /> 2 <br /> 3 CITY COUNCEL/SCHOOL BOARD <br /> • 4 JOINT MEETING MINUTES <br /> 5 March 2, 1999 <br /> 6 5:45 p.m. <br /> 7 <br /> 8 <br /> 9 I. CALL TO ORDER. <br /> 10 Meeting called to order by Mayor at 6:00 p.m. <br /> 11 <br /> 12 II. MAYOR TO PRESENT AN UPDATE ON CITY ISSUES. <br /> 13 The Mayor updated the School Board on major issues facing the City. <br /> 14 1. Storm Water and Flood Mitigation Project. He indicated that the flooding mitigation <br /> 15 project was top priority for the City and the City is working on obtaining homes along St. <br /> 16 Anthony Boulevard; the City is excavating Silver Point Park for a water retention basin and <br /> 17 park redevelopment; and the City is studying the feasibility of installing a storm water holding <br /> 18 pond in the Harding area. <br /> 19 <br /> 20 2. Redevelopment The Mayor also reported that the St. Anthony Shopping Center has a <br /> 21 potential buyer. He also reported that the City had hired Richard Krier as a planning <br /> 22 consultant to help redevelop the area. The Mayor said that the theater group is continuing to <br /> 23 work with OPUS to build a theater complex at the Apache Plaza. <br /> 24 <br /> •25 3. Parks. The Mayor reported on the progress of the redevelopment efforts of the City's <br /> 26 parks. He praised the work of the newly formed Parks Commission. He indicated that they <br /> 27 are planning to present plans for the new Water Tower Park, which is adjacent to the tennis <br /> 28 courts, at the March 23rd Council meeting. <br /> 29 <br /> 30 4. Y2k. The Mayor also reported on the City's efforts on Y2k compliance. He reported that <br /> 31 because the water and sewer systems are not computerized, the provision of those services will <br /> 32 continue uninterrupted. <br /> 33 5. Public Works Facility. The Mayor reported that at the City's recent goal setting retreat, <br /> 34 the Council committed to looking at trends in City government and will be working on a 5-year <br /> 35 financial plan that will include upgrading the Public Works facilities and possibly the Fire <br /> 36 Station. <br /> 37 6. Silver Lake Road Bridge. The Mayor reported that Ramsey County is planning to <br /> 38 reconstruct the Silver Lake Road bridge over the railroad tracks in 2000. <br /> 39 <br /> 40 III. SCHOOL BOARD CHAIR TO PRESENT AN UPDATE ON SCHOOL ISSUES. <br /> 41 Rick Dunn, the School Board Chair, reported that the School Board had recently had a goal <br /> 42 setting meeting. He also reported that the middle school principal is resigning to take a <br /> 43 position in Cairo, Egypt and that the 1999-2000 school year will again begin before Labor Day <br /> 44 and the last day of school will be June 8d'. <br /> 45 <br /> • <br /> 4 <br />
