REVIEW PROPERTIES ON PAHL AVENUE WITH MATT STORM OF EVERGREEN <br /> 6 CONSULTING. <br /> 7 Steve Carlson and Matt Storm from Evergreen Consulting presented a report on their <br /> 8 negotiations with Mr. Tuohy and Mr. and Mrs. Kuharski regarding the acquision of their <br /> 9 respective properties. Mr. Storm summarized that fair market values are based on <br /> 10 the sale of comparable properties plus, in these cases, relocation expenses. He presented his <br /> 11 analysis of how they valued the Kuharski property. Mr. Storm's estimate of fair market value <br /> 12 is $195,000, plus closing costs, based on comparable sales. <br /> 13 <br /> 14 Mr. Storm reported that he has contacted Mr. Tuohy about the sale of his property, but has not <br /> 15 been able to discuss this with Mr. Tuohy. <br /> 16 <br /> 17 VII. DISCUSS FINANCIAL DEBT STUDY <br /> 18 The City Manager reviewed the letter and proposal from Robert Thistle, Senior Vice-President <br /> 19 of Springsted Public Finance Advisors for a debt analysis for the City. Cavanaugh reported <br /> 20 that he wants to meet with Mr. Thistle. Mayor Ranallo indicated that the City Manager needed <br /> 21 to be at that meeting as well. <br /> 22 <br /> 23 VIII. DISCUSS CITY'S TAX INCREMENT FINANCING <br /> 24 The City Manager reported that since the legislature is still in session, he would like to <br /> 25 postpone discussion on TIF until June when he would have better information about any • <br /> 26 proposed changes to TIF by the legislature. <br /> 27 <br /> 28 The City Manager reported that there are two theater companies interested in the Apache site <br /> 29 and that one of them has the construction of an Applebee's restaurant as part of their proposal. <br /> 30 He reminded them that since the City holds all the liquor licenses, to allow Applebee's to sell <br /> 31 liquor would require a referendum. Mornson indicated that this will require a special election <br /> 32 unless the Council feels the City should get out of the liquor business completely. <br /> 33 <br /> 34 Cavanaugh suggested that the City hire Springsted to do an analysis of the liquor department. <br /> 35 He feels the City should get out of the liquor business completely. <br /> 36 <br /> 37 Faust asked how the City would replace the $200,000 that is generated by the revenue from the <br /> 38 liquor operations. <br /> 39 <br /> 40 Thuesen indicated that the City should continue with its liquor operations, but would like to see <br /> 41 an analysis on the on-sale side of the operations. <br /> 42 <br /> 43 IX. REVIEW LEASE WITH KATHY MARTIN (OLD BARBERSHOP) <br /> 44 The City Manager reported that Kathy Martin, who leases the old barber shop portion of the <br /> 45 City's building at 2800 Kenzie Terrace, is concerned about renewing her lease and having her <br /> 46 business continuing at this site.
