Purchasing these homes assists the <br /> City in their effort to provide 100-year flood protection to every resident within the City of St. <br /> Anthony. It is my understanding that the City has been negotiating with the Pahl Avenue <br /> • homeowners and reached a stalemate on an acquisition agreement. Based on our review there are <br /> four alternatives which the Council may consider to resolve this issue. <br /> I. Do Nothing <br /> If the Council believes it has offered reasonable compensation to the homeowners who have <br /> been subjected to flooding and have requested relief, the City could walk away from the <br /> purchase of these structures, or acquire them as they become for sale at some future date. <br /> However,this alternative may result in the City forfeiting a portion of the remaining FEMA <br /> fluids. <br /> 11. Acquire only 2700 and 2704 Pahl Avenue <br /> If an agreement can be reached for the two properties located on the south side of Pahl <br /> Avenue,these two properties could be utilized to develop the majority of the five acre-feet <br /> of storm water storage required in the Pahl and Wilson Street area for the 100-year flood <br /> protection. <br /> This alternative will not allow us to provide 100-year flood protection for all residents,and <br /> may require the City to forfeit some of the available FEMA grant funds. <br /> Minneapolis St .
