Purchase 2709 Pahl Avenue <br /> Purchasing this property will allowthe Cityto maintain the 100-year overland overflow route <br /> from St. Anthony Boulevard to Pahl Avenue and provide additional storm water storage. <br /> The selection of this alternative will not allow us to provide 100-year flood protection to all <br /> of the residents,and may require the City to forfeit some of the available FEMA grant funds. <br /> IV. Condemn Properties <br /> The City of St. Anthony has the right of eminent domain to acquire these properdes for <br /> public good. Although FEMA grant monies will not be eligible for condemnation <br /> proceedings,FEMA funds may then be used to develop these parcels and construct storm <br /> water storage basins in their place. This option will allow the City to provide 100-year flood <br /> protection to all of the residents and utilize FEMA funding to its fullest extent. <br /> Based on the four alternatives presented above, should the City desire to provide 100-year flood <br /> protection to all residents, Alternative No. 4,the condemnation option,is the recommended path. <br /> However, should the City desire to not condemn properties, Alternative No. 3 is the preferred <br /> alternative. Acquisition of 2709 Pahl Avenue would preserve the 100-year overland overflow route <br /> from area north of St.Anthony Boulevard to Pahl Avenue. This option will protect more residents <br /> than Alternatives No. 1 and No. 2.
