CALL TO ORDER BY THE MAYOR. <br /> 8 Meeting was called to order at 6:03 p.m. <br /> 9 <br /> 10 II. ROLL CALL. <br /> 11 Councilmembers Present: Ranallo, Marks, Faust, Thuesen and Cavanaugh. <br /> 12 Councilmembers Absent: None. <br /> 13 Also Present: Michael Mornson, City Manager; Kim Moore-Sykes, Management Assistant; <br /> 14 Jay Hartman, Public Works Director; Nancy Schultz, SEH/RCM Engineering; and Bob <br /> 15 Moberg, SEH/RCM Engineering. <br /> 16 <br /> 17 III. INTERVIEW CONSULTANT FOR NEW PUBLIC WORKS FACILITY. NANCY <br /> 18 SCHULTZ AND BOB MOBERG OF SEH/RCM WILL BE PRESENT FOR <br /> 19 DISCUSSION AND QUESTIONS. <br /> 20 The City Manager reported on the RFP process for the selection of a consultant for the <br /> 21 planning of the construction of a new Public Works garage. He indicated that RFP's were sent <br /> 22 to 15 engineering firms and that those firms participated in a walk-through held in May. The <br /> 23 City Manager reported that five firms submitted proposals as the result of this process. He <br /> 24indicated that after interviewing the firms and checking their references, he and the Public <br /> 05 Works Director selected SEH/RCM for their first choice to do the architecture and engineering <br /> 26 services for the Public Works garage. He reported that Ms. Schultz will be the architect and <br /> 27 Mr. Moberg will be the engineer for the project. <br /> 28 <br /> 29 Mr. Moberg introduced the consulting firm and Ms. Schultz as the architect and project <br /> 30 manager. Ms. Schultz outlined the project and their proposal. Councilmember Cavanaugh <br /> 31 noted that on page 5 of their proposal that they discuss the need to consider the issue also of <br /> 32 increased storage for impounded vehicles and emergency vehicles. He asked why there is a <br /> 33 need to plan for the storage of a fire truck and asked if there wasn't enough space at the fire <br /> 34 station for this vehicle. Councilmember Cavanaugh stated that he also views this project not so <br /> 35 much a building project but a productivity study. He asked Ms. Schultz if she had any ideas <br /> 36 on how to consolidate the equipment that the Public Works department currently has; he asked <br /> 37 if there wasn't equipment currently available that can do more than one function that can be <br /> 38 purchased so that a large public works building wouldn't be necessary. Councilmember <br /> 39 Cavanaugh's thought he suggested was that space could then be found at the public works site <br /> 40 for a fire station and not just for one fire truck. <br /> 41 <br /> 42 Ms. Schultz explained that it was not SEH/RCM Engineering's intent to determine whether the <br /> 43 City needs to keep or relinquish particular pieces of equipment. She suggested that this was <br /> 44 something that the City needed to determine. The Public Works Director spoke to the space <br /> 45 needs, indicating equipment that is used every day. Councilmember Cavanaugh suggested that <br /> •46 the Public Works department needs to determine realistic space needs and he asked if it is <br /> 47 realistic to store 400 tons of sand. He indicated that maybe the City needs to hire a consultant <br />
