-4- <br /> Every ordinance and resolution repealing a previous ordinance or resolution <br /> • or a section or subdivision thereof sb-ill give the number; if any, the title <br /> of the ordinance or resolution to be repealed in whole or in part. No <br /> ordinance or resolution or section or subdivision thereof shall be amended <br /> by reference to the title alone, but such an amending ordinance or resolution <br /> shall set forth in full each section or subdivision to be amended. <br /> All ordinances, resolutions and contract documents shall before presentation <br /> to the village council, have been approved as to form and legality by the <br /> village attorney and shall have been examined and reviewed for administration <br /> by the village manager where there are substantive matters of administration <br /> involved. <br /> Section 11 . Suspension or amendment of the Rules. These rules, or any of <br /> them, may be temporarily suspended by a four fi the vote of all the council <br /> members, and shall not be repealed or amended except by a four fifths vote <br /> of the whole council after notice has been given at some preceeding council <br /> meeting. <br /> Section 12. Committees of the Council . Any matter brought before the council <br /> for consideration may be referred by the presiding officer to the appropriate <br /> committee or to a special committee appointed by him for a written report <br /> and recommendation before it is considered by the council as a whole. Each <br /> committee shall act promptly and faithfully on any matter referred to it. <br /> Each committee report shall be signed by a majority of the members and shall <br /> be filed with the clerk prior to the council meeting at which it is to be <br /> submitted. Minority reports may be submitted. <br /> • Each committee shall consist of three or more members. Each committee <br /> member shall serve as appointed unless excused by a majority of the members <br /> of the council . <br /> Section 13. Minutes. The Village Clerk shall be the secretary to the Village <br /> Council and he s all maintain a true and faithful record of the proceedings <br /> of the Council which shall be the official record of Council activity when <br /> signed by the Mayor, Village Manager, and attested by the Village Clerk. <br /> The minutes shall include the following information in such format as shall <br /> be determined by the Village Manager, provided, however, that the Council may <br /> by motion and upon passage by a majority of its membership direct the Manager <br /> to revise the format of the minutes: <br /> 1 . Date and location of the meeting. <br /> 2. Regular or special meeting and if special, on whose call and for what <br /> purpose. If meting is special call, a copy of the notice of call <br /> and approval shall become a portion of the subsequent minutes. <br /> 3. The disposition of all items of business in the order shown on the <br /> agenda for that meeting. <br /> 4. The minutes shall show the maker and co-maker of all motions, the <br /> substantive wording of the motion, whether the motion failed or <br /> carried, and the vote of each councilman if the vote was by roll call . <br /> 5. The minutes shall indicate all matters of parliamentary action. <br /> 6. The minutes shall indicate by number and title all resolutions and <br /> ordinances adopted; providing however, that such resolutions and <br />• ordinances shall become a part of the minutes by reference. <br /> 7. The minutes shall include the name and address of all interested <br /> parties appearing in behalf of or against any proposition at public <br /> hearings. <br /> 8. The minutes shall include theup rpose and names and addresses of <br /> signatories to all petitions; providing, however, that the petition <br /> shat Ib come a -part of -t-he-mi nutes_by- reference. <br /> 9. The minutes shall show the time of adjournment. <br /> Section 14. Organization: At the first regular council meeting in January <br /> of each year the council shall: <br /> I . Designate the depositories of village funds; <br /> • 2. Designate the official newspaper; <br /> 3. Elect a Mayor pro-tem; and <br /> the mayor shall appoint such officers and employees and such members of <br /> boards, commissions, and committees as may be permitted by ordinance and <br /> statute with the concurrence of the majority of the Council as recorded by <br /> the Clerk. <br />
