All remarks should be addressed to the council as a body and not <br /> tc 7-n•, member Lhereof. No persca., other than the council and the person hav- <br /> ing the floor, shall be permitted to enter unto any discussion either directly <br /> or through a member of the council, without the permission of the presiding <br /> officer. No question shall be asked a c:oun.-ilman except through the presiding <br /> officer. <br /> Section 9 - Votinq. An absent councilman may move to reconsider any question <br /> voted on at a meeting not attended, but, such a motion must be made at the <br /> first meeting thereafter which he is present . The votes of the members on <br /> any question pending before the council may be by voice vote, standing vote, <br /> or in any other manner of voting which signifies the intention of the members,- <br /> but <br /> embers;but if the vote is not unanimous, there shall be a roll call and the names <br /> of those voting for and against the question shall be recorded irythe minutes. <br /> • <br /> All council members in attendance shall vote on every question pending before <br /> the council unless he is excused by the presiding officer for having a direct <br /> or personal interest on the question under consideration. <br /> Section 10. Ordinances, Resolution and Motions. Introduction for adoption <br /> and adoption. Ordinances, resolutions, and other matters or subjects requir- <br /> ing actioryby the Council shall be introduced and sponsored by a member of the <br /> council , except that the village manager or village attorney may present <br /> ordinances, resolutions, and other matters and subjects to the council . <br /> Every ordinance and resolution shall be presented in writing and read full <br /> at a council meeting; provided however, that the reading of the resolution or <br /> ordinance may be dispens_d with by majority consent. All administrative <br /> business may be transacted by ordinary motion. Upon the vote on ordinances, <br /> resolutions, and motions, the ayes and nays shall be recorded unless the <br /> vote is declared unanimous by the presiding officer. Upon the request of any <br /> member of the council, the vote shall be by roll call of all members of the <br /> council . A majority vote of all members of the council shrill be required for <br /> the passage of all ordinances, resolutions and motionsexcept as otherwise pro- <br /> vided by statute. Approval of all public improvements, the verified claims, <br /> appropriations and contract payments shall be only by roll call vote. Every <br /> ordinance other then enercency ordinances shall have two public readings, <br /> in full exec t, as provided by waiver, znd at least seven days shall elapse <br /> between the first reading or waiver thereof and second reading or waiver <br /> thereof. <br /> • An emergency or,ainance is an ordinance necessary for the immediate preservation <br /> of the public peace, health, morals, safety or welfare in which the emergency <br /> is defined and declared, passed by a vote of a majority of the council as <br /> recorded by ayes and nays. An emergency ordinance shall not require that <br /> seven (7) days shall elapse between 1st and 2nd readings or waiver thereof <br /> to become effective. No prosecution shall be based upon the provisions <br /> of any emergency ordinance until the same has been filed with the village <br /> clerk and posted in three conspicuous places in the village and twenty-four <br /> (24) hours after such filing and posting shall have elapsed or until such <br /> ordinance has been published. No grant of any franchise shall ever be made <br /> by an emergency ordinance. <br /> All motions shall be recorded in the minutes and shall be stated in full <br /> • before they are submitted to a vote. All petitions and other communications <br /> addressed to the council shalt be in writing and shall be read in full upon <br /> presentation of the same to the council . They shall then be recorded in the <br /> minutes by title and filed with the minutes in the office of the clerk. <br /> Every ordinance and resolution passed by the Council shall be signed by the <br /> mayor and village manager and attested by the clerk, and filed by him in the <br /> ordinance or resolution book; proof of publication of every ordinance shall <br /> be attached to and filed with the ordinance. <br />
