RESOLUTION NO. 68-040 RESOLUTION ESTABLISHING A HUMAN RELATIONS ADVISORY COMMITTEE It is hereby declared that it is the public policy of St. Anthony Village to assure all citizens equal opportunity in housing, employment, public accom- modations, public services and education, and to act to improve the human relations climate in St. Anthony Village. To this end, the Village Council of St. Anthony Village does decree: SECTION 1 : There is hereby established within the Village of St. Anthony a Human Relations Advisory Committee. SECTION 2: The purpose of this Committee is to assist and advise the duly elected Council and Mayor with ways to assure all citizens equal opportunity in housing, public accommodations, public services, education, and employment, and full participation in the affairs of this community assisting the Council in implementing the Minnesota State Act Against Dis- crimination and by advising the Village Council in the planning of a long range program to improve community human relations in the Village of St. Anthony. SECTION 3 : METHOD OF SELECTION, TERM OF OFFICE, REMOVAL Members : The Committee shall consist of ten members. Two members shall be appointed by each Councilman and two by the Mayor within 30 days after this resolution is approved by the Council, and annually prior to the second regular council meeting in January. Members of the Committee shall be • appointed for a term of one (1 ) year, starting with confirmed appointments presented at the second council meeting in January each year, except that any person appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor was appointed shall be appointed by the specific original sponsoring Councilman or Mayor or their successors within 30 days only for the remainder of such term. Upon the ex- piration o•� %is term of office, a member shall continue' to serve until his successor is appointed. The Committee members must have been legal voting residents of St. Anthony Village for more than one year. The members of the Committee shall serve without compensation and may be removed from office by majority vote of the Village Council. Chairman: The Chairman shall be appointed from the Committee membership by the Mayor with majority consent of the Village Council . The Chairman may be removed upon recommendation of the Mayor with approval by a majority vote of the Council . 4/5 vote of the Council is required to remove the Chairman when this action is not initiated by the Mayor. Vice-Chairman: The Chairman shall, within 30 days following the initial meeting of the Committee, appoint a Vice-Chairman who shall hold said position with the approval of a majority of the Committee. The Vice- Chairman shall perform such duties as may be assigned by the Chairman, and shall assume the chair in the absence of the Chairman. Rules and Procedures: The Committee may adopt such rules and procedures not inconsistent with these provisions as may be necessary for the proper execution and conduct of business, provided that in the absence of special
