-4 ,W4 . <br /> RESOLUTION NO. 68-040 <br /> RESOLUTION ESTABLISHING A HUMAN RELATIONS <br /> ADVISORY COMMITTEE <br /> It is hereby declared that it is the public policy of St. Anthony Village to <br /> assure all citizens equal opportunity in housing, employment, public accom- <br /> modations, public services and education, and to act to improve the human <br /> relations climate in St. Anthony Village. To this end, the Village Council <br /> of St. Anthony Village does decree: <br /> SECTION 1 : There is hereby established within the Village of St. <br /> Anthony a Human Relations Advisory Committee. <br /> SECTION 2: The purpose of this Committee is to assist and advise <br /> the duly elected Council and Mayor with ways to assure all citizens equal <br /> opportunity in housing, public accommodations, public services, education, <br /> and employment, and full participation in the affairs of this community <br /> assisting the Council in implementing the Minnesota State Act Against Dis- <br /> crimination and by advising the Village Council in the planning of a long <br /> range program to improve community human relations in the Village of St. <br /> Anthony. <br /> SECTION 3 : METHOD OF SELECTION, TERM OF OFFICE, REMOVAL <br /> Members : The Committee shall consist of ten members. Two members shall <br /> be appointed by each Councilman and two by the Mayor within 30 days after <br /> this resolution is approved by the Council, and annually prior to the second <br /> regular council meeting in January. Members of the Committee shall be <br /> • appointed for a term of one (1 ) year, starting with confirmed appointments <br /> presented at the second council meeting in January each year, except that <br /> any person appointed to fill a vacancy occurring prior to the expiration <br /> of the term for which his predecessor was appointed shall be appointed by <br /> the specific original sponsoring Councilman or Mayor or their successors <br /> within 30 days only for the remainder of such term. Upon the ex- <br /> piration o•� %is term of office, a member shall continue' to serve <br /> until his successor is appointed. The Committee members must have been <br /> legal voting residents of St. Anthony Village for more than one year. <br /> The members of the Committee shall serve without compensation and may be <br /> removed from office by majority vote of the Village Council. <br /> Chairman: The Chairman shall be appointed from the Committee membership <br /> by the Mayor with majority consent of the Village Council . The Chairman <br /> may be removed upon recommendation of the Mayor with approval by a majority <br /> vote of the Council . 4/5 vote of the Council is required to remove the <br /> Chairman when this action is not initiated by the Mayor. <br /> Vice-Chairman: The Chairman shall, within 30 days following the initial <br /> meeting of the Committee, appoint a Vice-Chairman who shall hold said <br /> position with the approval of a majority of the Committee. The Vice- <br /> Chairman shall perform such duties as may be assigned by the Chairman, <br /> and shall assume the chair in the absence of the Chairman. <br /> Rules and Procedures: The Committee may adopt such rules and procedures <br /> not inconsistent with these provisions as may be necessary for the proper <br /> execution and conduct of business, provided that in the absence of special <br />
