A <br /> • -2- <br /> rules, <br /> 2-rules, the provisions of Robert 's Rules of Order shall apply. Attendance_ <br /> of six members is required for a Committee quorum. <br /> Meetings: The initial meeting of the Committee shall be convened at the <br /> call of the Chairman within thirty (30) days after the appointment by the <br /> Council . Thereafter, regular meetings shall be held on a specific day <br /> of the month and time to be determined by the Committee. Special meetings <br /> may be called by the Chairman. <br /> Secretary: The Committee shall elect one member to serve as secretary <br /> to the Committee. Clerical work of the Committee will be performed by <br /> the Village administrative staff, with approval of Village Manager for <br /> all such work. <br /> SECTION 4: In fulfillment of its purpose the Committee's duties and <br /> responsibilities shall be to: <br /> 1. !Advise the Village Council on human relations and civil rights <br /> issues and recommend adoption of such policies in areas as defined in <br /> Section 2 as are needed and within the legal authority of the Council to <br /> provide for equal opportunity of all citizens in the community. <br /> 2. Formulate both a long range and short range human relations <br /> educational program directed toward both minors and adults for the Village <br /> of St. Anthony to give increased effectiveness and direction to the work of <br /> all individuals and groups addressing themselves to planning and educational <br /> programming of civil and human rights. <br /> • 3. Develop activities to involve the greatest possible number of <br /> community citizens to carry out educational programs and to allow for <br /> utilizing Village residents with experience and knowledge who may not be <br /> members of the Committee. <br /> 4. Enlist the cooperation of agencies, organizations and individuals <br /> in an active educational prog-am directed to create equal opportunity and <br /> eliminate discrimination and inequalities, when approved in advance by the <br /> Village Council . <br /> 5. Draft a memo of agreement with the State Department of Human <br /> Rights, subject to the approval of Council, for the purpose of determining <br /> regulatory and enforcement procedures to be used by St. Anthony Village. <br /> b. Develop in cooperation with the State Department of Human Rights <br /> such programs of formal and informal education as will assist in the im- <br /> plementation of the Minnesota State Act Against Discrimination. <br /> 7. Tlie Committee shall submit for review and approval to the Council <br /> by September 1st each year a program plan and budget proposal for the <br /> following calendar year. <br /> S. Tlie program and plans of Committee activities and a report on <br /> these activities is to be submitted and physically presented by the Human <br /> Relations Advisory Committee Chairman or his appointee to the Village Council <br /> for review, direction and approval at least once a month. <br />
