Date: December 11, 1990 <br /> a DINT POLICY STATEMENT ON SILVER LAKE ROAD <br /> The City Councils of St. Anthony and New Brighton met recently in a work session to <br /> discuss items of mutual concern. <br /> One item of importance to both organizations relates to the possible reconstruction of Silver <br /> Lake Road between Silver Lane and I-694. The consensus reached was that the two cities <br /> should jointly develop and issue a policy statement regarding the proposed project in order <br /> to clarify their positions with state and county officials as well as the residents of both <br /> communities. The first draft of such policy statement follows: <br /> Both St. Anthony and New Brighton City Councils support improvements which enhance <br /> traffic safety on this roadway. <br /> The Cities of St. Anthony and New Brighton share mutual concerns about traffic <br /> safety on Silver Lake Road between Silver Lane and I-694. In particular as it relates <br /> to conflicting traffic at intersections, and sight distance problems relating to grade <br /> changes. (An example is the area near Windsor Green where two pedestrian <br /> fatalities have occurred. Improvements in the sight distance on the roadway would <br /> provide an enhanced level of safety.) <br /> The Lily Councils cils of St.Anthony and New Brighton do not support proposed designs which <br /> overly widen the roadway beyond what is needed for traffic safety improvements. <br /> Both the St. Anthony and New Brighton City Councils are concerned about <br /> preliminary proposals from Ramsey County which indicate substantial acquisition of <br /> right-of-way and roadway widening in areas away from intersections where such <br /> improvements on traffic safety have less direct impact. <br /> Both cities agree to undertake more vigorous enforcement of the speed limits with the goal <br /> of increased traffic safety. <br /> The Cities of St. Anthony and New Brighton share mutual concerns about traffic <br /> speed on Silver Lake Road. Both cities recognize that the posted speeds, if properly <br /> observed, are appropriate to the roadway and necessary for the proper flow of traffic. <br /> Speeds appear to be in excess of those posted limits on numerous occasions. <br /> In conclusion, both cities ask that Ramsey County revise previous preliminary design <br /> concepts to reflect these policy statements. <br /> When completed, the revised preliminary designs of Ramsey County will be reviewed <br /> with interested community members with this policy statement as a review guideline <br /> OVAMMaiiiint. <br />
