I i <br /> • JOINT POWERS AGREEMENT <br /> FOR POLICE SERVICES <br /> This is an agreement made between the City of St. Anthony (St. <br /> Anthony) and the City of Lauderdale (Lauderdale) . This agreement <br /> is made this ZYtb day of Ste, +em,be--r , 1993 and is effective upon <br /> January 1, 1994. <br /> I. PURPOSE <br /> St. Anthony and Lauderdale have the power within their respective <br /> cities to provided for the prevention of crime and for police <br /> protection. Under Minnesota Statutes, Section 471.59, the cities <br /> may, by agreement, provide for the exercise of the police power by <br /> one city on behalf of the other city. <br /> This Agreement establishes the basis upon which St. Anthony will <br /> provide police services for Lauderdale. St. Anthony will have full <br /> authority and responsibility to provide services in accordance with <br /> all enabling legislation under the laws of the State of Minnesota <br /> and the ordinances of Lauderdale. St. Anthony will provide <br /> feedback to the Lauderdale City Administrator and City Council on <br /> a regular and timely basis; and actively support the creation of a <br /> committee whose members come from both communities, and whose <br /> purpose is to review, monitor, and ensure a successful relationship <br /> • between the two communities. <br /> II. SERVICES <br /> St. Anthony has agreed to provide Lauderdale with 24 hour police <br /> service, and to physically place a certified officer within the <br /> boundaries of Lauderdale 16 hours each day. This standard may not <br /> be met in those instances when an officer makes an arrest and <br /> transports a prisoner, during mutual aid, when providing a backup <br /> or in other similar situations. The expectation is that in normal <br /> circumstances, St. Anthony will provide at least 16 hours police <br /> protection presence each day within the City of Lauderdale. <br /> Toward this end St. Anthony agrees to hire two certified police <br /> officers by January 1, 1994 who, when on duty, shall be stationed <br /> within Lauderdale and whose priority will be Lauderdale. St. <br /> Anthony also agrees to purchase one new police vehicle by January <br /> 1, 1994 . <br /> III. LEVEL OF SERVICES <br /> During the term of this contract, St. Anthony will provide to <br /> Lauderdale the same police service extended to persons and property <br /> within St. Anthony, and which shall include, but not be limited to, <br /> the services herein described: <br /> 24 hour patrol services with random patrolling of all <br /> residential and business areas, <br /> • 1 <br />
