Predesign Report <br /> SEH will contact all affected agencies (Hennepin County, Ramsey County, Minneapolis, and <br /> Roseville) to determine potential cost participation in the project and anticipated agency costs <br /> to the City of St. Anthony to allow for EVP to be installed at each intersection. SEH will also <br /> contact the proposed material supplier for the project to determine estimated costs for <br /> equipment to be purchased in advance by the City for the project. <br /> In conjunction with the field review of each intersection as well as the above-mentioned <br /> agency contacts and inputs, SEH will complete a preliminary estimate for each EVP system <br /> and prepare a letter report detailing this information. SEH will not begin final design of the <br /> EVP systems until the City has approved the findings of the report and authorized SEH to <br /> proceed with design. <br /> 3. Plan and Specification Preparation <br /> Existing plans for each inplace traffic signal system will be obtained by SEH from each <br /> agency. The plans will be reviewed for existing cables and other equipment. Intersections <br /> will be reviewed in the field to determine the level of existing operation. Any potential <br /> changes needed in phasing, geometric design, signal location, or signal operation will be <br /> noted. Potential installation of EVP equipment will be determined with particular attention <br /> • paid to the location of the EVP detectors and the need for any supplemental (advance) <br /> detectors. We will meet with the City, Hennepin and Ramsey Counties, and all other affected <br /> agencies (as needed) to determine the specific needs of the intersections and the plans. The <br /> type of EVP equipment to be utilized will also be discussed. Cabinet needs will be reviewed <br /> by SEH with the appropriate agencies. <br /> SEH will prepare a final design for each EVP system and plan sheets that will include an <br /> intersection layout, wiring diagram, all required details, and a title sheet for the entire project. <br /> SEH will also prepare all specifications for the project, as well as an Engineer's cost estimate <br /> for the work. <br /> Specific items which should be included in each EVP system design can be discussed with <br /> the City, and all other affected agencies as required. The plan sheets will be signed by a <br /> registered civil engineer. The plans and specifications will meet all applicable requirements <br /> of the Minnesota Manual on Uniform Traffic Control Devices, the Mn/DOT State Aid <br /> Standards, and all applicable federal, state, and local electrical codes and standards. <br /> SEH will submit preliminary plans and specifications to the City and Counties for review and <br /> comments. Discussions will be held as necessary to assure plans are compatible with the <br /> standards of each agency. Comments from each agency will be reviewed and changes made <br /> as necessary. <br /> • Final plans and specifications will be submitted to the City and Counties for approval and <br /> signatures. Applications for any permits required beyond plan approval will also be <br /> prepared. <br />
