Prepare Bid Documents <br /> SEH will advertise for bids in the appropriate publications, prepare contract documents, and <br /> distribute plan sets to bidders. <br /> SEH will also answer bidder's questions during the bidding process, and issue any necessary <br /> addendums. <br /> 5. Contract Award <br /> SEH will tabulate the bids and provide the City with a recommendation of award. SEH will <br /> also circulate the contract documents for City and contractor signatures. <br /> 6. Project Management <br /> After the City awards the contract, SEH will attend the pre-construction meeting and review <br /> shop drawings as needed. SEH will also provide construction contract administration (State <br /> Aid reporting and other documentation) as needed. <br /> 7. Construction <br /> SEH will also provide construction observation for the EVP project. This would entail <br /> staking equipment locations in the field and periodic visits to the job sites to review work and <br /> • respond to construction-related questions. SEH would observe the technical portions of <br /> construction as necessary, review each EVP system following construction, and provide a <br /> punch list to the City and Contractor. As part of the construction observation portion of the <br /> contract, SEH would provide to the City and Counties an as-built set of plans for each signal <br /> system. <br /> SEH will also complete final project review and approval, and facilitate project close-out. <br /> Schedule and Fees <br /> We propose beginning work immediately upon being notified to proceed by the City. We <br /> anticipate the predesign meeting and report will be completed within 2-3 weeks of notification. <br /> Preliminary layouts can be provided to the City and Counties within 6-8 weeks of receiving <br /> approval to proceed. Preparation of final plans would begin immediately upon receiving the <br /> City's and Counties comments on preliminary plans. Specifications will be prepared to coincide <br /> with the completion of final plan sheets. <br /> It is anticipated that this project would be constructed either in the Fall of 2000 or early Spring of <br /> 2001, to take advantage of lighter contractor workloads and more competitive bid prices. <br /> The proposed work program includes preparation of the preliminary report, plan sheets, and <br /> special provisions, as well as construction observation. All work will be done on an hourly basis, <br /> plus the actual cost of reimbursable expenses. <br /> • <br />
