Minnesota wellhead rules <br /> require evaluation and consideration of the following criteria: <br /> 1. time-of-travel <br /> 2. flow boundaries <br /> 3. daily volume <br /> 4. groundwater flow field <br /> 5. aquifer transmissivity <br /> After evaluating the criteria, and in conjunction with the City of St. Anthony staff, <br /> WSB will identify the delineation approach that best serves the needs of the <br /> public water supply system and meets the rule requirements. <br /> B. Pre-Delineation Meeting. After completion of the method scoping,WSB will <br /> meet with the City of St. Anthony staff and MDH staff to discuss the delineation <br /> criteria, the conceptual model, and the WHPA delineation method. <br /> C. Delineate the WHPA. WSB will delineate the WHPA using the selected method <br /> for each of the following wells: <br /> 1. Well #3, unique number 200804 <br /> 2. Well #4, unique number 200803 <br /> 3. Well # 5, unique number 200524 <br /> A time-of-travel of 10 years will be used to determine the final WHPA boundary, <br /> and 1-year as well as 5-year time-of-travel zones will be shown on maps in the <br /> • project deliverables. <br /> D. Delineate the Drinking Water Supply Management Area (DWSMA). WSB will <br /> work with MDH to delineate the DWSMA using the boundary definitions <br /> contained in the wellhead protection rules (MR 4720.5 100, subp. 13) <br /> E. Draft cooperative agreements. WSB will work with municipalities within the <br /> DWSMA to draft cooperative agreements regarding the DWSMA. <br /> III. Conduct Vulnerability Assessment <br /> A. Vulnerability Assessments. WSB will conduct vulnerability assessments in <br /> accordance with wellhead protection rules (MR 4720.5210)for each well in the <br /> area of the DWSMAs delineated for the City. WSB will review the vulnerability <br /> assessment conducted by MDH to phase the well into the Wellhead Protection <br /> (WHP)program to determine whether it should be revised. Data collected for the <br /> WHPA will be used to prepare an aquifer vulnerability assessment of the entire <br /> DWSMA. <br /> IV. Delineation/Vulnerability Reporting/Deliverables <br /> A. Draft Report. WSB will prepare and submit to MDH a draft report to satisfy the <br /> wellhead protection reporting requirements for WHPA delineations and <br /> vulnerability assessments. The draft report will provide sufficient documentation <br /> to meet wellhead protection rule (MR 4720.5330)requirements for the WHPA <br /> delineation and vulnerability assessment. <br /> • 1. Draft Report. The draft report will describe the data elements considered <br /> in conducting the delineations and assessments, and the technical approach <br />
