CITY OF ST. ANTHONY VILLAGE <br /> RESOLUTION 12-052 <br /> RESOLUTION ACCEPTING FINDINGS FROM A STUDY FOR THE PURPOSE <br /> OF CONSIDERING AMENDMENTS TO THE CITY ZONING CODE <br /> REGARDING THE REGULATION OF ASSEMBLIES,MEETING LODGES <br /> AND CONVENTION HALLS AND DIRECTING STAFF TO PURSUE OPTION <br /> THREE OUTLINED IN SAID STUDY <br /> WHEREAS,the City of St. Anthony Village has received requests for <br /> Conditional Use Permits ("CUPs") for religious assembly uses in the light industrial (LI) <br /> zoning district; and <br /> WHEREAS,the City of St. Anthony Village's Zoning Code currently does not <br /> define `assembly'; and <br /> WHEREAS,the City of St. Anthony Village's Zoning Code has defined different <br /> intentions for the various land use districts within the city; and <br /> WHEREAS,the City Council adopted a resolution authorizing a study regarding <br /> regulation of assemblies, meeting lodges and convention halls within commercial and <br /> light industrial zoning districts on March 13, 2012 to examine the intent of the language <br /> in the Zoning Code; and <br /> WHEREAS,the City Council approved an interim ordinance imposing a <br /> moratorium on the issuance of CUPs for assemblies, meeting lodges, or convention halls <br /> within commercial and light industrial zoning districts in order to complete a study <br /> regarding the regulation of assemblies, meeting lodges and convention halls within <br /> commercial and light industrial zoning districts; and <br /> WHEREAS,the study regarding the regulation of assemblies, meeting lodges <br /> and convention halls within commercial and light industrial zoning districts has been <br /> completed and has been made available to the public and the City's Planning <br /> Commission; and <br /> WHEREAS,the study regarding the regulation of assemblies, meeting lodges <br /> and convention halls within commercial and light industrial zoning districts identified a <br /> number of findings that clarified the differences between the language in the existing <br /> Zoning Code and the intent of the language in the existing Zoning Code; and <br /> WHEREAS,the study regarding the regulation of assemblies, meeting lodges <br /> and convention halls within commercial and light industrial zoning districts <br /> recommended pursuing Option 3 —allowing all assembly use within the commercial <br /> zoning district and eliminating all assembly use from the light industrial zoning district <br /> and clarifying the definition of assembly to include both religious and non-religious <br /> assemblies; and <br /> WHEREAS,the study regarding the regulation of assemblies, meeting lodges <br /> and convention halls was reviewed and considered by the Planning Commission at a <br /> special session on June 4, 2012. <br />
