Ordinances/Resolutions <br /> a. Ordinance relating to biennial elections. Please bring the copy of the <br /> ordinance that was included in your last agenda packet. <br /> ACTION: Recommend 1st reading. <br /> 7. Old Business <br /> a. Equinox Apartments Bill in the amount of $12,876.69. This bill is owed <br /> the Village is for' storm sewer that was installed at their request when the <br /> complex was built. Costs were not finclized until approximately a year and <br /> one half ago and at that time I recommended to the Council that we certify <br /> the amount to the county as a one year assessment, after Equinox indicated <br /> that they wouldn't simply *may the bill. Equinox requested that we spread <br /> the assessment over 10 years and the Council directed that I talk to them <br /> about maintenance problems in the complex and that the Council might consider <br /> some type of spread. I have met with the manager or management people from <br /> Equinox on three occasions since that time and every time there has been a <br /> new manager or management firm involved. Maintenance has improved to some <br /> extent but really I have been able to accomplish little due to the constant <br /> changes. I would recommend that we spread the assessment for next year on a <br /> one year basis at 8% interest. Fight percent is the highest interest we can <br /> charge but still probably about 4% less that Equinox owners can borrow money <br /> for elsewhere and two plus percent less than the interest we're getting on <br /> our investments now. <br /> 8. New Business <br /> a. N.W. Bell re: permission to place buried cable on Silver Lake Road and <br /> 29th Avenue N.F. and to place terminal box in Silver Point Park. The phone <br /> company would like to install buried cable as shown on the attached drawing <br /> which I routinely approve but they also have requested to place a terminal <br /> box in the park and I feel the Council should be aware of and decide on <br /> a request of this nature. The box won't be any problem for us in the park <br /> and if they would plant a few bushes around it it would look much nicer than <br /> having the box out along the street in someone's front yard. <br /> ACTION: Recommend approval subject to final location and landscaping. <br /> b. Bid tabulation for blacktop and aggregate. Enclosed you will find a tab <br /> sheet for your review. <br /> ACTION: Recommend we award asphalt bid to low bidder Dunkley and that <br /> aggregate bid be awarded to Anderson Aggregate as the low bidder. I should <br /> point out that the asphalt is almost exactly twice as expensive as last year <br /> while the gravel has not changed appreciably. <br />
