Council Board Reports
a. Planning Board Minutes 5/21/74
5. Public Hearing
a. Street Improvement Hearing 8:00 P.M. Mr. Comstock, City Engineer will
have additional information and cost estimates at the meeting. City Manager
will have a series of slides of the streets involved in the proposed project
for showing to the Council and affected residents. Please remember to
bring your preliminary reports with you.
ACTION-Council
6. Ordinances/Resolutions
7. Old Business
a. Jerry McCloskey re: Liquor Study. Councilman Stauffer has arranged with
Mr. McCloskey to give the council a presentation further explaining the
liquor study Mr. McCloskey's firm prepared for the liquor operation.
b. Discussion of Animal Control Program. Malcolm Watson, Columbia Heights
Manager, Tom Lewcock, New Brighton City Manager and myself have been dis-
cussing over the last several months the possibility of starting a joint
animal control program. We have reached the point where if we are to cont-
inue we need to know to what extent our councils will support such a program
financially, etc. For example our contribution to the support of the pro-
gram would have to be at least $5,000 annually. That compares to $1,320
we have budgeted in 1974 for animal control. We could expect to have the
services of the animal control warden for approximately 1 to 2 hrs. per day
5 days per week for that sum as compared to our call system or short term
general patroling we have now.
ACTION-Council
c. Discussion regarding Water Project Easements. We still have six ease-
ments that haven't been signed although one of the residents has indicated
they will sign. As many as three or four of the easements may not be
absolutely necessary for us to proceed with the project. One of the ease-
ments is probably absolutely necessary if we are to proceed as planned. The
Council should make a decision as to how we will proceed so the engineer
and attorney can take the necessary, action.
ACTION-Council
d. Discussion regarding Pathway Contract. Bituminous Roadways, the contrac-
tor who built our pathways has completed the project to the extent we can at
this time. I don' t feel we will be in a position to build any additional
this construction season. The contractor would like for us to final the
project so he can receive his final payment.
ACTION: Recommend we final project and make final payment.
