' CITY OF ST. ANTHONY
• COUNCIL MINUTES
July 22,1975
The meeting was called to order by Mayor Pro Tem Sundland at 7:45 '-M-
Present at roll call: Sundland, Sauer, Stauffer.
Also present: Jerry Dulgar, City Manager
Jim Fornell, Adm. Asst.
The Council officially resumed discussion of the sanitary and storm sewer
problem plaguing a number of homes in the city. Councilman Sundland and
Councilman Stauffer had been discussing the problem off the record, for lack
of a quorum, until Councilman Sauer arrived.
The Manager said that he and other members of the staff had done some
investigation of potential factors contributing to the problem and reported
some of their findings:
The sewage from the St. Anthony Office Park does not flow into
the residential area to the west.
On a couple occasions, the storm sewers were practically empty
an hour or two after a rainfall, but the sanitary sewers were
completely full.
Rainfall has been extremely high this spring and early summer,
setting records on several occasions.
The Manager also had a flapper stop valve which can be installed
in private sewer lines as they leave the basement, and afford a
measure of protection against backups. Columbia Heights is taking
bids on such installation for a number of homes with problems and
the Manager indicated a similar arrangement could be made in St.
Anthony. The cost installed would be about $100 and up installed,
depending upon the type of valve.
Several residents of the City spoke with regard to the sewage backup problem.
They wondered where the water was coming from, thought there was a lack of
capacity in the sanitary sewer system, that storm sewers must be leaking t
into sanitary sewers and that outlet capacity into Minneapolis is insufficient
Councilman Stauffer said her basement had water in it about seven times this
summer and that an ordinance requiring drain tile connected to the sanitary
sewer be disconnected would be unenforceable.
Mayor Pro Tem Sundland said the problem is larger than just St. Anthony. .
that there must be a lack of capacity in the interceptors and collectors in
the entire Twin Cities area for such large amounts of rainfall. He also
felt an ordinance requiring people to-disconnect drain tilefrom
the City sewer system would be unenforceable and expensive. He suggestedthe y
contact the Metropolitan Waste Control Commission for their perspective and
possible solution to the problem and investigate further the cost and feasibi
islity of the check valves.
After additional comments by residents and Council members, the City Council
returned to the top of the agenda.
