2 <br /> • 8. New Business <br /> a. Discussion of adopting wine sales ordinance for restaurants at <br /> request of Ruth Anderson of Northgate Restaurant. Ms. Anderson has re- <br /> quested to appear before the Council to request that the city adopt an <br /> ordinance allowing restaurants to sell wine. I have enclosed a brief <br /> summary of the law from the LMM legislative bulletin. I hope to have more <br /> information from the liquor control commission by Tuesday. <br /> ACTION: If the Council decides to allow wine sales the attorney should be <br /> instructed to prepare an ordinance and the Council should establish a fee. <br /> b. Mr. Thomas Rohnar-Regarding use of city buildings for caucuses of <br /> political parties. Approximately two years ago the Council on my recommend- <br /> ation adopted rules and regulations as attached for use of city buildings. <br /> One provision of those rules is that partisan political groups cannot Use <br /> the buildings. When the regulations were adopted I made my recommendation <br /> to not let partisan political groups use the facilities primarily for two <br /> reasons. At that time about the only building or room we had was the <br /> council chambers and I didn't want to be in the position of deciding <br /> which partisan group should be allowed to use the chambers. The second <br /> reason was that I have had experiences with caucuses using city facilities <br /> and inflicting considerable damage to them and requiring extensive cleaning <br /> and painting, etc. <br /> The city now has more space with Parkview but I still am uneasy about the <br /> problem of damage or clean up with a group like a caucus. If there is <br /> damage who is responsible? <br /> If the Council plans to change the regulations to allow partisan political <br /> groups possibly we should establish a deposit or fee for certain groups. <br /> 9. Communications & Petitions <br /> a. Hennepin County regarding Community Development Grant.-Letter from Larry <br /> Vickrey attached. I will have information at the meeting from some of the <br /> communities in the joint powers agreement already regarding any problems <br /> they've had and cost of administering the grant application. <br /> ACTION: Council <br /> b. Letter-Hubert Humphrey regarding bill S-2008. Letter enclosed- <br /> Informational . <br /> c. Letter from Hennepin County regarding Silver Lake Road right turn lanes <br /> Letter enclosed. <br /> ACTION: Council <br /> 10. Reports <br /> a. Ice Comstock, City Engineer regarding finalization of contract for <br /> !•later Pressure Project. Mr. Comstock and myself met with the contractor and <br /> verbally reached agreement on settlement of the contract. <br />• Ice hopes to have the paperwork ready for the meeting for your consideration. <br /> Basically we reached agreement with the contractor to delete the extra <br /> costs we incurred which will amount to over $3700.00. <br /> ACTION: Council <br />
