The City Manager <br /> will discuss how funds have been allocated in the proposed 1978 <br /> budget and possible alternatives, perhaps in purchasing some <br /> of the necessary vehicles and equipment. <br /> • ACTION: Hold hearing, review use of the funds. <br /> B. 8:00 p.m. Assessment Hearing on Street Improvement Project <br /> 1976-1 (29th Avenue N.E. ) . The City Council will have to set <br /> the interest rate on the unpaid portion of these assessments and <br /> the length of the repayment period. I would suggest an interest <br /> rate of not less than 6% (the legal maximum is 8%) and a ten <br /> year repayment period. I will be prepared to advise on deferred <br /> assessments. <br /> ACTION: Hold hearing, review disputed assessments , if any; <br /> set interest rate and term, adopt Resolution 77-047. <br /> C. 9 : 00 p.m. Hearing on Proposed Reassessments and Apportionment <br /> of Assessments (Apache Plaza and Diamond 8 Apartment area) . <br /> Our special legal counsel is to be present to advise. The <br /> Council will have to set the interest rate on the unpaid portion <br /> of these assessments and the length of the repayment period. <br /> The past precedent for commercial properties is 8% interest and <br /> about 10 years. <br /> ACTION: Hold hearing, review disputed reassessments and <br /> apportionments, if any; set interest rate and term, <br /> adopt Resolution 77-048 adopting the assessment roll <br /> (the attorney is to bring this resolution to the meeting) . <br />
