CITY OF ST. ANTHONY
• COUNCIL AGENDA
November 8, 1977
8: 00 P.M.
1. Call to Order
2. Roll Call
3. Council Minutes
A. October 25, 1977
4 . Council Board Reports
A. Planning Board special meeting 11/1/77 - Memo from Ken Hiebel
re: selection of planning consultant. I concur with the
Board' s approach.
ACTION: Review and, if satisfactory, authorize a service
contract be drafted, subject to the Council ' s
approval.
5. Public Hearings - None
6. Ordinances and Resolutions
A. Resolution 77-054 - A Resolution Approving the Sale of Plat
• 63680, Parcel 3300. Tabled from the October 25th meeting. I
don't think it costs the City much, if anything, if the Council
desires to buy it. If used for a "tot lot" it should probably
be fenced, at least on the 37th Avenue N.E. side.
ACTION: Council
7. Old Business
A. Hennepin County Maintenance Agreement. We are to receive
$3, 200 .00 for 1978, up $500. 00 from the 1977 contract.
ACTION: Recommend approval.
8. Communications/Petitions
A. Letter from City residents re: Community Development Block
Grant. I met with several of these people to explain the
allocation process, including the lack of input from residents .
In the agenda packets are copies of the letter sent to com-
munity groups soliciting input and the affidavit of publication
of the public hearing announcement. I also told Mrs . Nichols
that voters rejected the park bond referendum not the Council.
I also pointed out that there was a lack of alternate park
sites north of 37th Avenue N.E. and south of the railroad tracks.
I suggested a pedestrian crossing semaphore or bridge, if
feasible, across 37th Avenue N.E. , using Year IV funds . This
• would provide safer access to the school and park.
ACTION: Council
