f( <br /> •r <br />-� COUNCIL MINUTES <br /> April 26, 1966 <br /> The regular meeting of the Village Council of St. Anthony was called to order <br /> by the Mayor at 8x00 o'clock P.M. on Tuesday April 26, 1966. <br /> The following were present at roll calls <br /> Curtis O'Connor, W. R. Dougherty, Clem Springer, Robert Bailey, Richard <br /> Sorenson. <br /> also presents <br /> Village Attorney, Raymond Haik <br /> Village Manager, John Printon <br /> Upon motion by Councilman Bailey, and seconded by Councilman Sorenson it was <br /> moved that the minutes of the regular meeting of April 12, 1966 be approved as <br /> submitted. <br /> Motion Carried, <br /> Mr. Mesenbring presented the minutes of the Planning Board meeting of April 19, <br /> 1966. <br /> • Frank Fudali, Attorney, represented Mrs. Ammerman, property owner at 3309 Stinson <br /> Boulevard. Mr. Fudali stated that he felt the minutes of the Planning Board <br /> meeting of April 19, 1966 did not fully outline the important parts of his <br /> arguement for his client. He stated the petition referred to in the Planning <br /> Board Minutes of April 19-, 1966 as claimed, was shown or displayed to the members <br /> of the Board and is available for examination. He pointed out that the other <br /> corners were occupied by commercial enterprises, and that he had found the zoning <br /> of the Minneapolis corner properties to be BS-2. This consisting of two lots <br /> on each corner. He sited a case that held that zoning adjacent to, and outside <br /> a municipality must be considered in the zoning of a municipality. He requested <br /> the Council to hear the arguments at this time instead of waiting for the <br /> Planning Board meeting of May 17, 1966, and that the Council directive to the <br /> Planning Board regarding the consideration of the change in zoning be rescinded. <br /> Mr. Howitz, Planning Board member and Chairman, stated that N.S.P. Company had <br /> stated that the removal of the transformer station had been estimated at between <br /> the fall of 1966 or the fall of 1967. Mayor O'Connor explained that the consid- <br /> eration of the zoning change was made after an indication by N.S.P. Company that <br /> the transformer would be removed. <br /> Councilman Springer stated that he felt the Council wanted the remaining property <br /> to be considered in the zoning change in addition to the N.S.F. Company property <br /> and that the reason for holding the remaining property commercial in the previous <br /> zoning change of adjacent property was because of the presence of the transformer <br /> on the N.S.P. Company property. <br /> Councilman Bailey stated that the removal of the N.S.P. Company transformer was <br /> the main reason for the zoning change proposal and that the whole area was inclu- <br /> ded in the directive to the Planning Board. <br />
