-2- <br /> Councilman <br /> 2-Councilman Dougherty expressed the opinion that the matter should be left with <br /> the Planning Board for recommendation as previously directed. Mr. Fudali stated <br /> that his client, Mrs. Ammerman, had a purchase agreement with the Clark Oil Co. <br /> for the purchase of her property for $40,000.00, and that because of time involy- <br /> ed,requested the Council make a decision at this time. Councilman Dougherty <br /> made..the motion and Councilman Springer seconded it, that the matter be left in <br /> the hands of the Planning Board for their recommendation. <br /> Motion Carried. <br /> Mr. Fudali asked Mr. Ray Haik, Village Attorney, whether the Council motion in <br /> affect was a hold order. Mr. Haik answered yes, and that the Planning Board <br /> action will be taken as set up by Ordinance. <br /> Upon motion by Councilman Sorenson seconded by Councilman Bailey it was:inoved that <br /> the Planning B& be directed to hold a special meeting on this matter and report to <br /> the Village Council at the May 10th meeting so that the property -owner will not <br /> be subjected to any undue delay. <br /> Motion Carried. <br /> The final plan for a 36 unit apartment complex at 3811 Macalaster was discussed <br /> at length with the suggested increased lower level lighting noted as being incor- <br /> porated in the final plans. <br /> • Upon motion by Mayor O'Connor and seconded by Councilman Sorenson it was moved <br /> that final approval be given for the apartment complex at 3811 Macalaster Drive, <br /> said plot plan to exclude access road to 39th Avenue N.E. <br /> Motion Carried. <br /> Representatives of Empire Sales Co. appeared regarding the lowering of the water <br /> line and adjustment of the sewer manhole on Macalaster Drive South of 39:8, Ave.NE <br /> It was agreed by the Village Council that the request be granted, that all engin- <br /> eering and construction costs be borne by the petitioners. The Village Attorney <br /> was directed to draw an agreement between Empire Sales Co. and the Village, setting <br /> out all engineering requirements to be met as well as all necessary bonds. Upon <br /> motion by Councilman Dougherty seconded by Mayor O'Connor it was moved that an <br /> agreement be drawn to change the grade of Macalaster Drive per engineers specif- <br /> ications, and that property owners directly west of the Empire Sales Co. develop- <br /> ment at 3811 Macalaster, the Milo Sandberg Apartment complex, sign said agreement, <br /> Motion Carried. <br /> The Federal 701 Planning Program was discussed at length regarding the merits <br /> of such a program. <br /> Upon motion by Councilman Springer seconded by Councilman Dougherty it was moved <br /> that the Planning firm of Nason Law Wehrman and Knight be contacted to look at <br /> the Village as a first step and give cost estimate of planning project, and that <br /> • it be determined if the Village has budgeted funds available or whether the <br /> project should be financed by a 701 Grant, said study not to commit Council to <br /> either a Village Financed planning program or a Federal 701 Grant, and that a <br /> list of subjects needed to study be furnished. <br />
