-3- <br /> Voting <br /> 3-Voting on the motion: <br /> Aye: Dougherty, Springer <br /> Nay: O'Connor, Bailey, Sorenson <br /> Motion not carried. <br /> Councilman. Dougherty expressed the opinion that the Village should move ahead <br /> on a planning program because of existing problems. Other opinions were <br /> expressed both pro and con on the matter. <br /> Councilman Bailey requested that preliminary plans of Kenzie Terrace, if avail- <br /> able from the County engineers department, should be forwarded to the Planning <br /> Board for study. <br /> Upon motion by Councilman Springer seconded by Councilman Dougherty it was moved <br /> that the Planning firm of Nason Law Wehrman and Knight make a proposal, working <br /> with the Hennepin County engineer in developing proper traffic control of Kenzie <br /> Terrace, advise on zoning Kenzie Terrace, design of St. Anthony Boulevard inter- <br /> change, access of New Highway #8 to shopping center, review zoning south of <br /> 27th Avenue N.E. in terms of zoning, and be submitted as specific items to be <br /> studied. <br /> Voting on the motion: <br /> • Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson <br /> Nay: None <br /> Motion Carried. <br /> The Village Attorney was directed to make a final draft of the proposed sign <br /> ordinance as recommended by the Planning Board. <br /> /A ' <br /> ter discussion of the proposed right of way signs for the Elmwood Church, it <br /> was moved by Councilman Springer seconded by Councilman Bailey that the request <br /> be tabled until after the proposed sign ordinance is considered. <br /> Mo ion Carried. <br /> r. Nordell appeared presenting a development plan for a proposed Firestone Store <br /> to be built in the Apache Center. After discussion of the size of the tract and <br /> driveway entrances, and parking area, it was moved by Councilman Springer second- <br /> ed by Councilman Dougherty that the Firestone Co. request be denied because of <br /> the size of the proposed tract, traffic problems, and number of parking spaces. <br /> Voting on the motion: <br /> Aye: Springer, Dougherty <br /> Nay: O'Connor, Bailey, Sorenson <br /> Motion not Carried. <br /> Upon motion by Councilman Bailey seconded by Councilman Sorenson it was moved <br /> that the Firestone plot plan be approved with the exception that two 40' access <br /> roads, one on 39th Avenue N.E., and one on Stinson Boulevard, be allowed 90' <br /> from corner of 39th Avenue N.E. and Stinson Boulevard and the request for a <br /> pylon sign be tabled until the proposed sign ordinance is considered. �� <br />
