An Attorney Generals opinion RE: membership in the Capital City Mutual Aid Association was received and the opinion of Village Attorney, Raymond Haik, was sustained disallowing the joining of such an association. However Mr. Haik pointed out that the municipalities envolved could join in a mutual aid agreement. A letter from the County Auditor of Ramsey County was received with an opinion from Assistant County Attorney, Tom Quale regarding the division of assess- ments of the Diamond S apartments. Motion by Councilman Sorenson and seconded by Councilman Dougherty that the matter be referred to the Village Attorney for appropriate action regarding the collection of assessments due on the Diamond a apartment property. Motion Carried. The meeting was adjourned at 9:40 P.M. and reconvened at 9:50 P.M. A11 present. Upon motion by Councilman Dougherty and seconded by Mayor O'Connor that Mr. Richard Sorenson be named as Assistant Ramsey County Assessor and that • the Ramsey County Auditor and assessor be so notified. Motion Carried. Memorandum was received from the Village Manager regarding the Fire Departments reveiw of plans for the proposed Goodyear service center. Mayor O'Connor reviewed the status of the building proposal and after discussion of the pros and cons of the proposal and need for an overall plan to coordinate the dev- elopment of the Apache Center, Mr. Bureau, representing the Goodyear Company asked to be heard. Mr. Bureau stated that he had conformed to the Council 's requests and felt that unrelated reasons were given for not approving the proposal. After lengthy discussion by the Council in which the proposal was again reviewed from its first presentation to the present, Councilman Sorenson moved and seconded by Councilman Bailey that the Goodyear Service Center proposal be denied. Voting on the motion: Aye: O'Connor, Bailey, Sorenson Nay: Dougherty, Springer Motion Carried. The Village Manager was directed to notify the Ramsey County Board that they wished to restate the position of the Village as prmented at the Hearings on • the Improvements of County Ditch #2 and 3 that the Village of St. Anthony would object to any reallignment of County Ditch #2 and 3 as would cause improvement to a Village Park and not be considered as an engineering require-, ment for the construction of the Improvement.
