• -3- <br /> arranged <br /> 3-arranged in the near future with the Apache Corporation to discuss platting <br /> and future development of the -.Center. <br /> An Attorney Generals opinion RE: membership in the Capital City Mutual Aid <br /> Association was received and the opinion of Village Attorney, Raymond Haik, <br /> was sustained disallowing the joining of such an association. However Mr. <br /> Haik pointed out that the municipalities envolved could join in a mutual aid <br /> agreement. <br /> A letter from the County Auditor of Ramsey County was received with an opinion <br /> from Assistant County Attorney, Tom Quale regarding the division of assess- <br /> ments of the Diamond S apartments. Motion by Councilman Sorenson and seconded <br /> by Councilman Dougherty that the matter be referred to the Village Attorney <br /> for appropriate action regarding the collection of assessments due on the <br /> Diamond a apartment property. <br /> Motion Carried. <br /> The meeting was adjourned at 9:40 P.M. and reconvened at 9:50 P.M. A11 <br /> present. <br /> Upon motion by Councilman Dougherty and seconded by Mayor O'Connor that <br /> Mr. Richard Sorenson be named as Assistant Ramsey County Assessor and that <br /> • the Ramsey County Auditor and assessor be so notified. <br /> Motion Carried. <br /> Memorandum was received from the Village Manager regarding the Fire Departments <br /> reveiw of plans for the proposed Goodyear service center. Mayor O'Connor <br /> reviewed the status of the building proposal and after discussion of the <br /> pros <br /> and cons of the proposal and need for an overall plan to coordinate the dev- <br /> elopment of the Apache Center, Mr. Bureau, representing the Goodyear Company <br /> asked to be heard. Mr. Bureau stated that he had conformed to the Council 's <br /> requests and felt that unrelated reasons were given for not approving the <br /> proposal. After lengthy discussion by the Council in which the proposal <br /> was again reviewed from its first presentation to the present, Councilman <br /> Sorenson moved and seconded by Councilman Bailey that the Goodyear Service <br /> Center proposal be denied. <br /> Voting on the motion: <br /> Aye: O'Connor, Bailey, Sorenson <br /> Nay: Dougherty, Springer <br /> Motion Carried. <br /> The Village Manager was directed to notify the Ramsey County Board that they <br /> wished to restate the position of the Village as prmented at the Hearings on <br /> • the Improvements of County Ditch #2 and 3 that the Village of St. Anthony <br /> would object to any reallignment of County Ditch #2 and 3 as would cause <br /> improvement to a Village Park and not be considered as an engineering require-, <br /> ment for the construction of the Improvement. <br />
