There
being no further discussion the Mayor declared this portion of the hearing
closed.
Councilman Sorenson introduced Resolution No. 67-031 and moved that it be
adopted.
RESOLUTION NO. 67-031
RESOLUTION ORDERING 190$ STREET IMPROVEMENT ITEM #2
STINSON BOULEVARD FROM 37th AVENUE N.E. TO SILVER
LANE
The resolution was duly seconded by Councilman Bailey.
Voting on the resolution:
Aye: O'Connor, Dougherty, Springer, Bailey, Sorenson
Nay: None
Resolution declared adopted.
Item #5 Silver Lane Street Improvement was next considered. Village engineer
DeWayne Olson, presented the following cost attributable to the project :
Assessable front footage: 2854'
Cost Concrete Construction - $43,425.50-
Cost bituminous Construction - $35,230.00
Assessment Costs:
Concrete-full frontage - $15.20
1/3 side street 5.07
Bituminous - full frontage 12.40
1/3 side street 4.13
It was pointed out that this improvement was a joint construction project
with the Village of New Brighton.
Don Gearhart presented objections to the project. Mr. Erickson, 1056-13th
Avenue S.E., property owner in the improvement area, felt that a lighter
weight roadway could be constructed and it was not the duty of the property
owners to provide heavier roadways for school buses. Mrs. Erickson, same
address as above, stated that she felt the roadway was strictly a benefit for
the school. A property owner at 4001 Shamrock Drive stated that the Silver
Lane improvement should be aided by state aid funds as proposed for the 33rd
Ave. improvement. It was explained that Silver Lane was not a State Aid
Street and that the allowable state aid mileage had been allocated in 1961.
Mr. Gearhart asked what would happen to the roadway when storm sewers are
installed on Silver Lane. The Village engineer explained that the storm
sewer would be installed prior to the proposed street improvement. Further
objections were presented by the property owner at 4001 Shamrock Drive as to
the need of the 9 ton roadway and the width as proposed. DeWayne Olson, Villag:
Engineer, stated that the roadway proposed was necessary from a use standpoint
and that it matched the existing Oakwood Drive construction at Silver Lane.
There being no further questions, the Mayor declared this portion of the
hearing closed.
