VILLAGE OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> March 26, 1968 <br /> The regular meeting was called to order by the Mayor at 8:00 o'clock P.M. <br /> The following were present at roll call : <br /> O'Connor, Springer, Dougherty, Emond <br /> Absent : Crouse <br /> Motion by Councilman Springer and seconded by Councilman Dougherty that the <br /> minutes of the meeting of February 27, 1968, be approved as submitted. <br /> Motion Carried. <br /> Councilman Dougherty stated that the minutes of the meeting of March 12, 1;'68, <br /> omitted mention of a discussion concerning the establishment of a Human Rights <br /> Commission. He further stated that the discussion was of considerable length <br /> and should have been noted. The following addition to the minutes was dic- <br /> tated by Councilman Dougherty: "A discussion was held with regard to setting <br /> up a Human Rights Commission in line with state recommendations. " <br /> Motion by Mayor O'Connor and seconded by Councilman Emond that the minutes of <br /> the meeting of March 12, 1968, as amended, adding the following : "A discuss- <br /> ion was held with regard to setting up a Human Rights Commission in line with <br /> State recommendations," be approved. <br /> Motion Carried. <br /> Duane Meidtke presented the minutes of the Planning Board meeting of March <br /> 19, 1968. <br /> After discussion, Mayor O'Connor moved and seconded by Councilman Dougherty <br /> that a variance be granted for the construction of the Frank Newman Men's <br /> Store signs as recommended by the Planning Board and that a complaint be issued <br /> against the Macey Sign Company for violation of the Sign Ordinance in not <br /> obtaining a permit prior to the erection of the signs. <br /> Motion Carried. <br /> Councilman Dougherty moved and seconded by Mayor O'Connor that a request for <br /> variance of a second sign to be installed on the west wall of the Red Owl Store <br /> be approved. <br /> Motion Carried. <br /> The Chair tabled the request for a sign permit by the St. Anthony State Bank. <br /> Village Attorney, Raymond Haik, briefly discussed a meeting with Planning <br /> Board members regarding the development of the Vadnais Construction property <br /> on O l d Highway #8. <br />
