VILLAGE OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> April 9, 1968 <br /> The regular meeting was called to order by the Mayor at 8:00 o'clock P.M. <br /> The following were present at roll call : <br /> O'Connor, Springer, Emond, Dougherty, Crouse <br /> Absent : None <br /> Motion by Mayor O'Connor and seconded by Councilman Emond that the minutes <br /> of the meeting of March 26, 1968, be approved as submitted. <br /> Motion Carried. <br /> Representative, Jack Meyers, appeared and reviewed the two proposals for the <br /> establishment of a second major airport in the Metropolitan area. He stated <br /> that no site has been recommended at this time and that Wold-Chamberlin Field <br /> would reach its designed capacity in 1975• It is proposed 'to have the- second <br /> airport operational in 1971 and completed in 1980. <br /> Robert Mesenbring presented the minutes of the special planning Board meeting <br /> of April 2, 1968. <br /> ,The preliminary plat of Happy's Potato Chip Company, was discussed. The <br /> Council concurred in the Planning Board's recommendation to change lot 3 to <br /> Outlot 3. Mr. Tom Dougherty, attorney for Mr. Dunphy, explained the need for <br /> further resolutions of vacation to clear up the plat. The Village Attorney <br /> was directed to work with Mr. Dougherty to prepare the necessary resolutions. <br /> Motion by Mayor O'Connor and seconded by Councilman Crouse that lot #3 be <br /> designated as Outlot #3 in the Happy's Potato Chip Company's preliminary plat. <br /> Motion Carried. <br /> After discussion, Councilman Emond moved and seconded by Councilman Crouse <br /> that final approval be given to the plans for the construction of the Happy's <br /> Potato Chip Plant. <br /> Motion Carried. <br /> Mr. Kaplan, representing Vadnais Construction Company, reviewed his clients <br /> proposal to resolve the land use problem on Old Highway #8 north of the <br /> Medtronics parking lot. He stated that he agreed with the Planning Board <br /> in their recommendation to retain the light industrial zoning classification. <br /> Mayor O'Connor stated that he felt the original act to grade the property with- <br /> out a grading permit was a deliberate act. Mr. Kaplan agreed that the Council <br /> had no alternative, but to act on the matter. <br /> Councilman Springer moved and seconded by Councilman Dougherty that action on <br /> the Vadnais Construction Company matter be tabled and that the Village Att- <br /> orney be directed to prepare an agreement to be forwarded to Mr. Kaplan <br /> setting out the Council 's directives. <br /> Motion Carried. <br />
