VILLAGE OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> April 23, 1968 <br /> The regular meeting was called to order by the Mayor at 8:00 o'clock P.M. <br /> The following were present at roll call : <br /> O'Connor, Springer, Emond, Crouse <br /> Absent: Dougherty <br /> Motion by Councilman Emond and seconded by Councilman Crouse that the minutes <br /> of the regular meeting of April 9, 1968, be approved as submitted. <br /> Motion Carried. <br /> The Mayor declared that this was the time and the place, as advertised in the <br /> official Village Newspaper, for the holding of a public hearing on the <br /> improvement of 33rd Avenue M.E. from Stinson Boulevard to the west St. Anthony <br /> High School property line. <br /> The Village Manager, in the absence of the Village Engineer, reviewed the <br /> project costs and the construction procedures that had been set forth. <br /> Mr. Gottwalt, 2920 - 33rd Avenue, asked if the St. Anthony School District <br /> was liable for assessment and was informed that they were. <br /> Mrs. Paquay, Edwards St., asked why the side streets were included in <br /> the assessment. It was explained that the Village policy provided for a <br /> 1/3 assessment on those streets adjacent to a collector street such as 33rd <br /> Avenue N.E. <br /> Mr. James McNulty inquired as to the curb cut for his driveway. It was <br /> explained that the crown of the road had been warped so that the North side <br /> was 8" higher than the south side to accomodate for driveways. <br /> Mr. Clarence Albrecht asked if his property would be assessed on a 1/3 basis <br /> and he was informed that because his property faced Roosevelt Court, that <br /> he would only be liable for a 1/3 assessment. <br /> Mr. McNulty suggested that the Council not proceed with the entire project <br /> if the bids were considerably higher than the estimates. <br /> Mr. Arnold Carlson inquired as to where the East and West portion of the <br /> improvement divided. He was informed that the West portion was 1350' East <br /> of Stinson Boulevard. <br /> Mr. McNulty asked what the County participation in storm sewer construction <br /> would include and was informed that they would participate in the cost of 6% <br /> of the Belden Drive portion of the storm sewer. <br /> Mr. Gottwalt also expressed concern on bids being accepted that reflected <br /> higher costs than the estimates. <br /> There being no further questions the Mayor declared the hearing closed. <br />
