VILLAGE OF ST. ANTHONY <br /> COUNCIL MEETING <br /> July 9, 1968 <br /> The regular meeting was called to order by the Mayor at 8:00 o'clock P.M. <br /> Present : O'Connor, Dougherty, Springer, Crouse, Emond <br /> Absent: None <br /> Also Present: Fred Richards, Village Attorney <br /> John Printon, Village Manager <br /> Councilman Dougherty moved and seconded by Councilman Springer that the <br /> minutes of the meeting of June 25, 1968, be approved as submitted. <br /> Motion Carried. <br /> Mayor O'Connor moved and seconded by Councilman Crouse that the sign for <br /> Central Park be approved as recommended by the Park Board. <br /> Voting on the motion: <br /> Aye: O'Connor, Crouse, Emond, Springer <br /> Nay: Dougherty <br /> Motion Carried. <br /> The Mayor announced that the hearing on the repair-improvement of St. Anthony <br /> Boulevard from Stinson Boulevard to the East Village limits was open for <br /> discussion. The Village Manager informed those present that the repair project <br /> as proposed would cost an estimated $3500.00 for materials, and the estimated <br /> assessment was 440 per front foot. <br /> Mr. Frank Madden complained of trucks on the Boulevard. It was explained that <br /> due to the construction on Kenzie Terrace that some trucks were using <br /> St. Anthony Boulevard as a bi-pass even though existing signs prohibited truck <br /> traffic. Mr. DeWayne Olson, Village Engineer, answered several questions <br /> regarding the storm sewer drainage on St. Anthony Boulevard and the future <br /> hook up to the Highway #8 drainage system. Mr. Cully Wilde criticized the <br /> present drainage system and asked why the drainage from the Crestview Addition <br /> could not be divereted. Olson explained that the original system was overloaded <br /> causing a back up at the outlet. Mr. Wilde asked the cost of the proposed <br /> outlet now being completed in Minneapolis. Mr. Olson stated that the cost of <br /> the Master Storm Sewer System was not known at this time. Mr. Charles Kausel <br /> explained his personal knowledge of the storm sewer system as it affects his <br /> property on Broadway and Highway #8 in Minneapolis. Mr. Kolp asked if a <br /> street light could be placed at Roosevelt and St. Anthony Boulevard. Mr. Boytel, <br /> Sunset Memorial Cemetery, expressed opposition to the assessment and felt that <br /> the Village should share in the improvement East of Highway #8. Mr. Kausel <br /> felt that the Village should share in the entire project as proposed. <br /> Mr. Robert Dircks asked why lights could not be placed on St. Anthony Boulevard <br /> as are in the rest of the Village. He did not feel ornamental lighting was <br /> necessary. <br /> Mr. Wilde stated that he felt the Boulevard was an arterial street and not <br /> an ordinary residential street. <br /> Mr. Kausel stated that he didn't use the street, that he used the alley way. <br />
