• VILLAGE OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> February, 11, 1969 <br /> The meeting was called to order by the Mayor at 8:00 o'clock P. M. <br /> The following were present at roll call : O'Connor, Crouse, Levandowski , Dougherty. <br /> Absent : Emond. <br /> Also present : Raymond Haik, Village Attorney <br /> John Printon, Village Manager <br /> Motion by Councilman Dougherty and seconded by Mayor O'Connor that the minutes of <br /> the regular meeting of January 28, 1969 be approved as submitted. <br /> Motion carried. <br /> Motion by Councilman Crouse and seconded by Mayor O'Connor that the minutes of the <br /> special meeting of January 31, 1969 be approved as submitted. <br /> Voting on the motion: <br /> Aye: O'Connor, Crouse. <br /> • Nay: Levandowski , Dougherty. <br /> Absent not voting: Emond. <br /> Motion not carried. <br /> The minutes of the January 22, 1969 Human Relations Committee were reviewed by <br /> Mayor O'Connor. <br /> Planning Board Chairman, Lou Howitz presented the minutes of the Boards February <br /> 4, 1969 meeting. Mr. Howitz stated that the Apache Corporation had presented a <br /> well organized plan for consideration. On Outlot A the proposal was for 38 town <br /> houses and apartment clusters in Outlot A & D. The apartment proposal consisted <br /> of 10 buildings with a total of 290 apartments, one outdoor and one indoor pool , <br /> garage ratio of 1 to 1, and a parking ratio of 53 to 1 . Mr. Howitz reported that <br /> 17.5 acres would be used up in the proposal. The impact on schools was discussed. <br /> Studies of neighboring communities indicate a break even pupil cost to tax returns. <br /> A $4,000,000 project with a $500 annual pupil cost would project to a school cost <br /> of $70,000 and a tax of $72,000. The Roseville density studies indicates fewer <br /> students than does the St. Anthony School System's projections. Richfield and <br /> Bloomington estimate 1/10 pupils per apartment . Roseville estimates .16 pupils <br /> per apartment. Mr. Howitz further reported that a petition was received by <br /> residents and that those present were not particularly in favor of the Apache <br /> proposal. The Board continued the discussion to March 4, 1969 to allow for Apache <br /> to modify their density proposal. Mr. Howitz informed the Council that only <br /> 160 units were allowable according to the building code if Outlots B and D were <br /> taken separately. Motion by Councilman Crouse and seconded by Councilman Dougherty <br /> that the action of the Planning Board, requesting a less dense development pro- <br /> posal from the Apache Corporation and setting a continuance of their discussion to <br /> March 4, 1969, be approved. <br />
