VILLAGE OF ST. ANTHONY <br /> • COUNCIL MINUTES <br /> March 11, 1969 <br /> The meeting was called to order by the Mayor at 8:00 o'clock P. M. <br /> The following were present at roll call : O'Connor, Emond, Levandowski. <br /> Absent: Crouse, Dougherty. <br /> Also present: Fred Richard, Village attorney. <br /> John Printon, Village Manager. <br /> Motion by Councilman Emond and seconded by Councilman Levandowski that the minutes <br /> of the regular meeting of February 25, 1969 be approved as submitted. <br /> Motion carried. <br /> Curt Englund, presented the minutes of the special Planning Board meeting of <br /> March 4, 1969. <br /> Mr. Robert Dircks, Berger Transfer, presented plans for a 93' X 100' addition to <br /> his existing building. After discussion, Mayor O' Connor moved and seconded by <br /> Councilman Emond that the plans be approved for a 93 ' X 100' addition to the <br /> Berger Transfer Building. <br /> • Motion carried. <br /> Architects and other representatives of the Apache Corporation presented slides <br /> and sketches of a modified density plan for the development of Outlots A, B, <br /> and D. Mr. Englund stated that the Planning Board had approved the second <br /> proposal as presented to the Village Council . Mr. Joe Rosinek stated that the <br /> area people were not 100% for or 100% against the project. He requested that <br /> the Council provide as much buffer protection to the residents as is reasonably <br /> possible. Mr. Coleman, Apache Corporation informed the Council that the Sorson <br /> Construction was part owner of the project. He also presented recent tax ratio <br /> studies of Bloomington and Richfield as to student cost--student population of <br /> multiple dwellings. Councilman Levandowski states that some residents questioned <br /> the extrance on Silver Lake Road. Councilman Emond felt that the Apache Corpor- <br /> ation had protected the lake property owners, that although the density in his <br /> opinion was in the upper limit, it was still acceptable. <br /> Councilman Emond moved and seconded by Councilman Levandowski that the the Apache <br /> Corporation proposal for the development of Outlots A, B and D be approved as <br /> recommended by the Planning Board, and further that the Townhouse portion of <br /> the development be constructed prior to the occupancy of the multiple dwelling <br /> units, and that the Apache Corporation reimburse the Village for its share of <br /> any cost participation in a traffic signal at Silver Lane and Silver Lake Road. <br /> Motion carried. <br /> The Village attorney was directed to prepare an amendment to the Zoning Ordinance. <br /> After discussion, Mayor O'Connor moved and seconded by Councilman Emond that the <br /> plat requirements be waived and that the following division be approved: <br />
