3 -2- Mr. 2-Mr. John Wakiriak presented a preliminary sketch of a proposed Hedlund - Wakiriak • Addition. Motion by Councilman Crouse and seconded by Mayor O'Connor that the preliminary sketch be approved as submitted. Motion carried. Mr. .John Wakiriak discussed a proposed 105 unit apartment development of Silver Lake Road, North of 39th Avenue N. E. Motion by Councilman Levandowski and seconded by Councilran Dougherty that the proposal be denied as recommended by the Planning Board. Motion carried. Councilman Crouse moved and seconded by Mayor O'Connor that the Planning Board be requested to make a study and recommendation for the development of the Hedlund property as to area and density. Motion carried. Motion by Mayor Pro Tem Emond and seconded by Councilman Dougherty that the request of the Planning Board to order a subscription to the Urban Land Institute publica- tion be approved. Motion carried. Motion by Councilman Crouse and seconded by Councilman Dougherty that the recommen- dation ecommen-- dation of the Planning Board to add a town house category to the zoning ordinance be resubmitted with a recommendation as to density and building size. Motion carried. A meeting is to be arranged with the Planning Board after Section 300 of the Zoning Ordinance is restudied. A representative of the Apache Corporation discussed the development of Outlots A, B & D as a single platted lot. The matter was discussed at length and it was felt that the dividing of the plat into four separate lots coinciding with the building clusters would be a more suitable approach. The minutes of the Human Relations Committee were received and ordered filed. Ordinance 1969-3 was introduced for second reading. Councilman Crouse reviewed previeiis zoning requests for the property and their subsequent reasons for denial by the Council. It was his feeling that such a change was spot zoning and as such objects to the proposed change. He further stated th at he felt the Council 's action was improper and that such spot zoning opened the question to further spot zoning on the South side of 311th Avenue N. E. Councilman Crouse moved and seconded by Councilman Dougherty that the portion of the Ordinance dealing with the proposed diagnostic clinic not be approved. • Voting on the motion: Aye : Crouse, Dougherty. Nay: O'Connor, Emond, Levandowski. Motion not carried.
