Motion by Councilman Crouse and seconded by Mayor O'Connor that the <br /> preliminary sketch be approved as submitted. <br /> Motion carried. <br /> Mr. .John Wakiriak discussed a proposed 105 unit apartment development of Silver <br /> Lake Road, North of 39th Avenue N. E. Motion by Councilman Levandowski and <br /> seconded by Councilran Dougherty that the proposal be denied as recommended by the <br /> Planning Board. <br /> Motion carried. <br /> Councilman Crouse moved and seconded by Mayor O'Connor that the Planning Board be <br /> requested to make a study and recommendation for the development of the Hedlund <br /> property as to area and density. <br /> Motion carried. <br /> Motion by Mayor Pro Tem Emond and seconded by Councilman Dougherty that the request <br /> of the Planning Board to order a subscription to the Urban Land Institute publica- <br /> tion be approved. <br /> Motion carried. <br /> Motion by Councilman Crouse and seconded by Councilman Dougherty that the recommen- <br /> dation <br /> ecommen-- <br /> dation of the Planning Board to add a town house category to the zoning ordinance <br /> be resubmitted with a recommendation as to density and building size. <br /> Motion carried. <br /> A meeting is to be arranged with the Planning Board after Section 300 of the Zoning <br /> Ordinance is restudied. <br /> A representative of the Apache Corporation discussed the development of Outlots <br /> A, B & D as a single platted lot. The matter was discussed at length and it was <br /> felt that the dividing of the plat into four separate lots coinciding with the <br /> building clusters would be a more suitable approach. <br /> The minutes of the Human Relations Committee were received and ordered filed. <br /> Ordinance 1969-3 was introduced for second reading. Councilman Crouse reviewed <br /> previeiis zoning requests for the property and their subsequent reasons for denial <br /> by the Council. It was his feeling that such a change was spot zoning and as such <br /> objects to the proposed change. He further stated th at he felt the Council 's <br /> action was improper and that such spot zoning opened the question to further spot <br /> zoning on the South side of 311th Avenue N. E. <br /> Councilman Crouse moved and seconded by Councilman Dougherty that the portion of <br /> the Ordinance dealing with the proposed diagnostic clinic not be approved. <br /> • Voting on the motion: <br /> Aye : Crouse, Dougherty. <br /> Nay: O'Connor, Emond, Levandowski. <br /> Motion not carried. <br />
