CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> 4-9-74 <br /> • The meeting was called to order by Mayor Miedtke at 7:30 P.M. <br /> The following were present at roll call: Haik, Sauer, Sundland, Miedtke, and <br /> Stauffer. <br /> Also present: Jerry Dulgar, City Manager <br /> Larry Vickrey, City Attorney <br /> Jim Fornell, Adm. Assistant <br /> Motion by Councilman Sauer, seconded by Councilman Haik to approve the minutes of <br /> March 27, 1974. <br /> Motion carried. <br /> Mrs. Marlys Berg, Chairman of the Human Rights Commission was present and the <br /> contents of the letter her committee proposed to send to Judge Arthur were <br /> discussed with her as well as how the letter had a direct relationship to the <br /> business of the City. <br /> Action on the letter was tabled until the next Council meeting in order that <br /> all the Council members might ha-.-e an opportunity to read Judge Arthur's letter. <br /> Councilman Haik asked the Council for a re-evaluation and direction on the <br /> Wetlands Ordinance in view of changes in objectives which she saw as occuring <br /> since she had originally proposed the ordinance which she said she intended only <br /> • to guarantee some protection for Silver Lake. <br /> Mrs. McGinn and Mr. LeTourneau of the Planning Board arrived at 7:45 P.M. <br /> Motion by Councilman Haik, secor_dec', by Councilman Stauffer to adopt the Coon <br /> Rapids Conservancy District Crdi.nance for the City of St. Anthony. <br /> Before voting on the motion a discussion was held regarding the Department of <br /> Natural Resources' directives to all municipalities to present their open land <br /> and waterways protection ordinances in a specified time as well as the efforts <br /> of a similar nature by the Metro Council. Mr. Dulgar and Mr. Vickrey commented <br /> on the vagueness of some of the wording in the Coon Rapids ordinance. <br /> Mrs. Stauffer then withdrew her second of the motion and the motion died for <br /> lack of a second. <br /> The chair ruled to table action on the Wetlands Ordinance until all pertinent <br /> information could be considered by the Council. <br /> Action on increasing the amount of fee the City of St. Anthony could collect when <br /> an animal is impounded by B & F was tabled with a directive to the Manager to <br /> present to the Council any suggestions he might have whereby the ordinance could be <br /> changed to rrovide at least a charge large enough to cover the costs incurred by <br /> the City when an animal is impounded. <br /> • Mrs. McGinn and Mr. LeTourneau left the meeting at 8:20 P.M. to return to a meeting <br /> of the Planning Board being held in another room in the building. Mrs. McGinn <br /> reported that a firm decision had not been reached regarding the proposed mini park <br /> at the corner of St. Anthony Road and Roosevelt N.F. when the Board met April 2nd. <br />
