-2- <br /> Residents <br /> 2-Residents from the above mentioned area who had requested the mini-park at the <br /> March 26th Council Meeting were again present and repeated their statements <br /> • which favored the purchase of the land from Mr. & Mrs. Joseph Sroga. Mr. Sroga <br /> was also present and expressed the urgency he felt for an early decision on the <br /> matter. <br /> Mr. Dulgar, at the request of the Council, had prepared a report on possible <br /> funding for the project and he reported that he had been unable to come up with <br /> a source for such funds from the Revenue Sharing funds or liquor store receipts <br /> since any revenues from either had already been earmarked for other projects <br /> and city ordinances did not allow use of Water Revenue Funds for this type of <br /> project. The only possibility he saw for setting aside the land for a recreation <br /> area was through a leasing arrangement whereby the City could use the land for <br /> a play area as long as the number of children in the neighborhood warranted <br /> such a use and it could be returned to its owner if such a use was no longer <br /> necessary or desired. <br /> Motion by Mayor Miedtke, seconded by Councilman Sundland to decline the acquisi- <br /> tion of the Sroga property for a mini park. <br /> Voting on the motion: <br /> Aye: Haik, Sundland, Miedtke, Stauffer <br /> Nay: Sauer <br /> Motion carried. <br /> • Meeting was recessed at 8:30 P.M. and reconvened at 8:36 P.M. with resumption <br /> of the discussion of the mini park. <br /> Motion by Councilman Haik, seconded by Councilman Stauffer to direct the City <br /> Manager and Attorney to attempt to negotiate a leasing arrangement with Mr. <br /> Sroga for the south portion of his property for use of neighbor children as an <br /> open play area. <br /> Motion carried. <br /> Mayor Miedtke gave the final report from the committee set up to study the <br /> curfew law and stated that the group had reached the decision that the curfew <br /> regulations, when fully understood, were completely satisfactory and should be <br /> left as written. <br /> Motion by Councilman Sundland, seconded by Councilman Stauffer to direct the City <br /> Manager to write a letter of thanks to all persons who worked on the above <br /> mentioned committee. <br /> Motion carried. <br /> Mr. Vickrey's memo of April 3,197+ pointing out how under the 197+ state <br /> legislation, municipalities could be assessed for public improvements made by <br /> the Minneapolis Park Board in their communities was discussed and filed as <br /> informational. <br /> • Motion by Councilman Sundland, seconded by Councilman Sauer to table action on <br /> a petition for street lights in the alley between 27th Avenue N.F. and Lawry <br /> Grove Mobil Home Park. <br /> Motion carried. <br />
