CITY OF ST. ANTHONY <br /> • COUNCIL MINUTES <br /> January 1411975 <br /> The meeting was called to order by Mayor Miedtke at 7:32 P.M. <br /> The following were present for roll call: Haik, Sauer, Sundland, Miedtke and <br /> Stauffer. <br /> Also present: Jerry Dulgar, City Manager <br /> Larry Vickrey, City Attorney <br /> I.C. Comstock, City Engineer <br /> There was a postponement of the report on the Planning Board meeting of December <br /> 17th, 1974 until the arrival of Mr. George Marks at 7:40 P.M. <br /> Mrs. Marlys Berg of the Human Relations Committee was present but had no report <br /> to make. <br /> Motion by Councilman Stauffer, seconded by Councilman Sundland to waive the reading <br /> and adopt Ordinance 1975-001. <br /> ORDINANCE 1975-001 <br /> AN ORDINANCE RELATING TO BUSINESS <br /> LICENSING REQUIREMENTS: AMENDING <br /> SECTION 510 OF THE 1973 CODE OF <br /> • ORDINANCES BY ADDING SECTIONS 510.05, <br /> 510.10, 510.15, AND 510.20 <br /> Motion carried. <br /> Motion by Councilman Sauer, seconded by Councilman Haik to give preliminary apprc� <br /> v al to the new assessment policy as presented and to direct the City Manager to set <br /> a public meeting on the new policy for the regular Council meeting February 11, <br /> 1975 and to notify by letter residents who were previously notified of street <br /> improvements to be made on 29th Avenue N.E. , Coolidge Street N.F. and 36th Avenue- <br /> Penrod as well as owners of tax exempt properties for which a change in assess- <br /> ment policy is contemplated that such a public meeting is to be held. <br /> Motion carried. <br /> Mr. George Marks presented the recommendations made by the Planning Board at their <br /> meeting December 17, 1974. He told the Council that the Board felt there should <br /> be a public hearing on Twin City Federal's application for a conditional use <br /> permit to allow the savings and loan association- to build in two years on Lots <br /> 8, 9 and 10 (except the F. 60 ft. thereof) Block 7, Mounds View Acres, 2nd Addn. <br /> Mr. Howard Dahlgren, President of Midwest Planning and Research, said he re- <br /> presented Mr. Kenneth Lee, owner of the property in question and introduced Mr. <br /> Gordon G. Bluhm, 1160 Regis Lane, of Twin City Federal and the two men presented <br /> the savings and loan associEtion proposal to erect an 8,000 sq. ft. , one-story <br /> building with two drive in tellers and request to erect in front of the building <br /> • a 25 ft. high pylon sign with the Twin City Federal identifying logo and indicat- <br /> ing the time and temperature. <br /> Mr. Dahlgren showed the site plans which included landscaping plans, 62 parking <br />
