He and the manager discussed the possibility of a right turning lane off <br /> Silver Lake Road when Ramsey County upgrades that road and the City's inability <br /> to obtain an easement from Mr. Lee to allow the lane. <br /> The planner said he felt the savings and loan business would provide a low key, <br /> low traffic transition from the commercial area of Apache Plaza to the residential <br /> area on Penrod Lane. He pointed out that a savings and loan association had <br /> received Council approval to build on the same land several years age. <br /> Mr. Bluhm replied to Mayor Miedtke's suggestions that he be prepared to give at <br /> the public hearing a relatively solid concept of the building Twin City Federal <br /> proposed erecting by saying his firm was only seeking permission to establish a <br /> savings and loan business on the property and were not prepared to be "locked into <br /> a specific building plan". <br /> Motion by Councilman Stauffer, seconded by Councilman Sauer to direct the Planning <br /> Board to hold a public hearing February 18, 1975 on Twin City Federal's request <br /> for a conditional use permit. <br /> Motion carried. <br /> Mr. Don Poupard, 1003 E. 80th Street, presented his request to have the F. 200 ft. <br /> of Lot 2, Block 1, St. Anthony Office Park rezoned from Light Industrial to <br /> Commercial for a fast food business and Mr. Marks told the Council that the Board <br /> was recommending that the proposal should be considered at a public hearing. <br /> Mr. Randy Berg- of the MacDonald Restaurant Company was present and asked that <br /> the public hearing be set for March 18th. He said his company had been in touch <br /> with Hennepin County regarding their plans to upgrade 29th Avenue N.E. <br /> Motion by Councilman Haik, seconded by Councilman Sundland to direct the Planning <br /> Board to hold a public hearing March 18, 1975 on the request to rezone the F. <br /> 200 ft. of Lot 2, Block 1, at the northeastern corner of the St. Anthony Office <br /> Park from Light Industrial to Commercial for a fast food business. <br /> Motion carried. <br /> Mr. Marks then told the Council of the Board's regret at losing the services on <br /> the Board of Mrs. McGinn and Mr. Kronk and there was a discussion of the date set <br /> for interviews of applicants to fill those vacancies which is JanwAry 27th with <br /> the deadline for such applications January 22, 1975• <br /> Action on a sewer rate increase was tabled until the January 28th Council meeting <br /> in anticipation of the estimation of administration costs by the Manager. <br /> Motion by Councilman Sauer, seconded by Councilman Stauffer to adopt the Council <br /> policy statement on the Police Department "Ride Along Policy". <br /> Motion carried. <br /> Mayor Miedtke explained his opposition to taking action on the request from the <br /> • <br /> St. Anthony Nursing Home regarding the parking arrangments in front of the home. <br /> Motion by Councilman Sauer, seconded by Councilman Stauffer to replace the "No <br /> Parking" restrictions on Foss Road with "One Hour" parking allowance from the <br /> nursing home's parking lot entrance on Foss Road to 37th Avenue N.E. <br />
