Ms. Reeves indicated St. Anthony has at least 150 <br /> units which could qualify and she felt the City might possibly be granted <br /> • assistance for from 30 to 40 of these units. The Metro Council representative <br /> said residents of the City would be given first priority to such assistance <br /> and she thought there were many who live here now who would be able to fit the <br /> qualifications. <br /> Mayor Miedtke said he thought the program would give the community an opport- <br /> unity to provide housing for those of low income who consist of not only of <br /> minorities, but also of newly-wed young couples, senior citizens and the <br /> handicapped. <br /> In answer to a question from Mrs. Donald Connelly of 2409 St. Anthony Blvd. <br /> Ms. Reeves said the program was strictly voluntary and no landlord would be <br /> compelled to accept the rent subsidy arrangements. Revised figures for fair <br /> market rents were also provided by the Metro Council HRA representative. <br /> Councilman Haik expressed her concern that such aid might be concentrated in 't <br /> the northern section of the City since most of the rental property is located <br /> there. <br /> Because the Council was unable to ascertain what control they might have over <br /> the program, the following motion was made: <br /> Motion .by Councilman Haik and seconded by Councilman Stauffer to table action <br /> until the February 11th meeting on participation in the Housing Assistance <br /> Payments Program when they hope to have clarification of the question of local <br /> control over numbers of units in the program. <br /> Motion carried unanimously. <br /> Mayor Miedtke and Mr. Dulgar explained the proposed resolution whereby the <br /> City would join with other Hennepin County communities to qualify as an <br /> Urban County to obtain Federal funds under the Housing and Community Develop- <br /> ment Act of 197+. <br /> The Council members expressed a reluctance to sign a joint power agreement <br /> without clarification of several points, especially the "idemnification <br /> clause" which the City Attorney pointed out might prove to be a problem. <br /> Motion by Mayor Miedtke, seconded by Councilman Stauffer to adopt the <br /> resolution entering into a joint power agreement designating Hennepin County <br /> as an "Urban County". <br /> Voting on the motion: <br /> Aye: Sauer and Miedtke <br /> Nay: Haik, Sundland, Stauffer <br /> Motion not carried. <br /> Wayne Leonard of the Ramsey County Highway Department showed a rough draft of <br /> the county's proposal to upgrade Silver Lake Road from 37th Avenue to Silver <br /> Lane. A discussion of what the City would have to do to fulfill its part of <br /> the agreement and what the plans of the county were for the regulation of <br /> is traffic at the intersection of Silver Lane and Silver Lake Road preceded the <br /> following motion: <br />
