CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> February 11, 1975 <br /> The meeting was called to order by Mayor Miedtke at 7:30 P.M. <br /> The following were present at roll call: Haik, Sauer, Sundland, Miedtke, Stauffer. <br /> Also present: Jerry Dulgar, City Manager <br /> Wm. Soth, City Attorney <br /> Jim Fornell, Adm. Asst. <br /> I.C. Comstock, City Fngineer <br /> The following amendments were made to the minutes of the January 28, 1975 meeting: <br /> Page 4, para l: Substitute "sign on behalf of the City" for "enter into". <br /> Page 5, para. 3: Should be "35" ft. tower instead of "30" ft. <br /> Motion by Councilman Sauer, seconded by Councilman Stauffer to approve the minutes <br /> of January 28, as amended. <br /> Motion carried unanimously. <br /> The public meeting to discuss the Special Assessment Policy opened at 7:35 P.M. <br /> with about 15 interested residents present. Copies of the proposed street assess- <br /> ment policy were distributed and the Mayor and Manager attempted to clarify any <br /> points requested by those present. The Manager gave a brief history of events <br /> • leading to the decision to set a policy for assessing saying it primarily resulted <br /> from indications by City residents that a comprehensive program for upgrading and <br /> repairing the streets in St. Anthony as well as a general plan for assessments of <br /> such improvements should be formulated. <br /> The Manager said the new policy in the long run would probably not result in any <br /> lower assessments but would spread their payment over a longer period of time with <br /> the bulk of the assessments being paid through the General Fund which would be a <br /> deductible amount from Federal Income Taxes. <br /> Other points of discussion dealt with the equity of payments by single family, <br /> double and multiple dwelling, industrial, commercial and tax exempt property <br /> owners and whether such assessments should be computed on an area or unit basis. <br /> The division of the City into specific areas or districts to provide for an orderly <br /> comprehensive improvement program was illustrated by the Mayor and Manager. It <br /> was also noted that public hearings would continue to precede any major street <br /> construction improvement. <br /> Mr. Richard Letourneau, Chairman of the Planning Board, arrived at 8:40 P.M. and <br /> was included in the discussion. <br /> Councilman Haik requested that, before the final approval of the policy was given, <br /> the Manager provide maps illustrating the separate districts into which the <br /> community would be divided and around which a schedule of improvements would be <br /> centered. Mr. Dulgar suggested that such a map and synopsis of the new policy <br /> could be included in the next City Newsletter. <br />
