` 4 -2- <br /> Mayor Miedtke said he had been in touch with representatives of Train City Federal <br /> regarding their request for a conditional use permit to build a savings and loan <br /> • on the southeast corner of Silver Lake Road and 39th Avenue N.E. and, since the <br /> number of councilmen required to approve the request was not to be present, they <br /> wanted the matter considered at a later meeting. The Mayor also reported TCF <br /> had expressed no dissatisfaction with the conditions set at the February 25th <br /> meeting and had advised him that they had a monumental type sign ready to present <br /> for council consideration. TCF had also expressed a preference for installing <br /> their own concrete walkway along Silver Lake Road. <br /> Consideration of the request by Twin City Federal was set for 8 P.M. at the <br /> special meeting of the Council on Monday, March 17, 1975 which had been previous- <br /> ly designated as the time when the new zoning ordinance would be studied. <br /> The meeting was recessed at 8:02 and reconvened at 8:07 P.M. to give those present <br /> an opportunity to consider the proposed agreement with the Salvation Army. <br /> Mr. Jim Brown, Director of the Salvation Arun Camp, told of the plans for a nature <br /> trail to be built with the help of the St. Anthony Maintenance Department on the <br /> campgrounds and which would be open to use by the general public. <br /> The City Attorney said the second paragraph of the agreement should be refined to <br /> spell out precisely what was to be constructed under the agreement. <br /> Motion by Mayor Miedtke and seconded by Councilman Sundland to approve the agree- <br /> ment with the following changes: <br /> • SECTION 2 should stipulate that the improvement to be constructed hereunder <br /> is a nature trail. <br /> SECTION 4 Add "on best effort basis". <br /> Motion carried unanimously. <br /> Mr. Brown then told of tentative plans for establishing with the help of Four H <br /> Club members a "Children's Farm: which would be set up in a location and would be <br /> small enough to avoid any pollution of Silver Lake. The camp director also gave <br /> a resume of the programs now operating at the camp. <br /> Motion by Councilman Stauffer, seconded by Mayor Miedtke to approve the specific- <br /> ations authorizing taking of bids for a street sweeper with the salutation <br /> "Gentlemen" to be eliminated from the bid notice form. <br /> Motion carried unanimously. <br /> Since no one appeared to present St. Anthony High School student council request <br /> for permission to hold a rock concert the following motion was made: <br /> Motion by Mayor Miedtke, seconded by Councilman Stauffer to table action on the <br /> request for a rock concert. <br /> Motion carried unanimously. <br /> The 1974 Annual Police & Fire Reports were filed, also January 1975 report. <br /> Mayor Miedtke and Mr. Dulgar gave reports on their attendance at the National <br /> League of Cities convention in Washington D.C. and their contacts with Minnesota <br /> congressmen. <br />
