CITY OF ST. ANTHONY <br /> • SPECIAL MFFTING MARCH 17,1975 <br /> The meeting was called to order at 7:32 P.M. by Mayor Pro Tem Sundland. <br /> Present at roll call: Sundland, Stauffer, Sauer. <br /> Absent: Haik, Miedtke. <br /> Also present: Jerry Dulgar, City Manager <br /> Jim Fornell, Adm. Asst. <br /> The Council began discussing the proposed new zoning ordinance. <br /> Councilman Haik arrived at 7:34 P.M. <br /> Mayor Miedtke arrived at 7:47 P.M. <br /> At 8:00 P.M. Mayor Miedtke reopened discussion of Twin City Federal's request <br /> for a Conditional Use Permit for a savings and loan at 39th and Silver Lake Road. <br /> Howard Dahlgren of Midwest Planning & Research reiterated T.C.F. 's willingness <br /> to conform to the conditions set forth by the Council at the February 25th <br /> meeting for a Conditional Use Permit. It was noted that construction was to <br /> begin within 24 months of approval, not that construction was to begin 24 months <br /> from the date of approval as stated in the minutes of February 25, 1975• <br /> • Councilman Sundland felt that a remote teller should be considered a new plan, <br /> not to be considered in conformance with the attached drive-in teller specified <br /> on the submitted site plan. <br /> City Manager Dulgar stressed the importance that the City retain discretionary <br /> control over lighting of the parking lot and/or building. <br /> The City Council also discussed the desireability of having a pathway along <br /> Silver Lake Road in front of the proposed Savings and Loan. Mr. Gordon Bluhm <br /> expressed reluctance to allow a large pathway on T.C.F. land, wishing that it be <br /> confined to the public right-of--way abutting Silver Lake Road. It was pointed <br /> out that it may be necessary to obtain an easement at the edge of T.C.F. 's <br /> proposed site because of the proposed right turn lane at 39th Avenue N.E. <br /> Mr. Dahlgren presented a plan for a monumental type sign to be located perpendic- <br /> ular to Silver Lake Road. The sign plan was to become part of the Conditional <br /> Use Permit application. <br /> Motion by Mayor Miedtke, seconded by Councilman Sauer to add the following <br /> conditions to the Conditional Use Permit application by T.C.F. for a savings and <br /> loan at 39th and Silver Lake Road. <br /> a. That the City Council shall have final review of and authority over the <br /> specifications for lighting the parking lot, identification sign and building. <br /> b. That walkways be constructed in the public right of way, if possible, <br /> or in an easement on the proposed site if there is insufficient room in the <br /> public right-of-way. <br />
