6* g_ W -'a SPFCIAL NFMNG MARCH 17,1975 The meeting vas-called to order at `7:'12 P.M. by .Mayor Pi�o Tem Sundland. Present at roll call: Sundland Stauffer Sauer.- Absent: Haik., Miedtke. Also present: Jerry DulC-ar, City Manager Jim Fornell Adm. Asst.-- The Council began discussing the proposed new zoning ordinance. Councilman Haik arrived at 7:34 P.M. Mayor Miedtke arrived at 7:47 P.M. At 8:00 P.M. Mayor Miedtke reopened discussion of Win City Federal's request for a Conditional Use Permit for a savings and loan at 39th and Silver Lake Road. Howard Dahlgren of Midwest Planning & Research reiterated T.C.F. Is willingness to conform to the conditions set forth by the Council at the February 25th meeting for a Conditional Use Permit. It was noted that construction was to begin within 24 months of approval, not that construction was to begin 24 months from the date of approval as stated in the minutes of February 25, 1975. Councilman Sundland felt that a remote teller should be considered a new plan,- 4 not to be considered in conformance with the attached drive-in teller specified on the submitted site plan. City Manager Dulgar stressed tlne importance that the City retain discretionary control over lighting of the parking lot and/or building. The City Council also discussed the desireability of having a pathway along Silver Lake Road in front of the proposed Savings and Loan. Mr. Gordon Bluhm expressed reluctance to allow a large pathi-iay on T.C.F. -._.-,L2hLng that it be confined to the public right-of-way abutting Silver Lake Road. 1" -:as pointed out that it may be necessary to obtain an easement at the edge of T.C.F. Z proposed site because of the proposed right turn lane at 39th Avenue N.F. Mr. Dahlgren presented a plan for a monumental type sign to be located perpendic- ular to Silver Lake Road. The sign plan was to become part of the Conditional Use Permit application. Motion by Mayor Miedtke, seconded by Councilman Sauer to add the following conditions to the Conditional Use Permit application by T.C.F. for a savings and loan at 39th and Silver Lake Road. a. That the City Council shall have final review of and authority over the specifications for lighting the parking lot, identification sign and building. b. That walkways be constructed in the public right of way, if possible, or in an easement on the proposed site if there is insufficient .room in the public right-of-way. -A, lw
