a CITY OF ST. ANTHONY COUNCIL MINUTES • March 25,1975 The meeting was called to order by Councilman Sundland, Chairman Pro Tem at 730 P.M. The following were present for roll call: Sauer, Sundland, Stauffer. Absent: Miedtke, Haik Also present: Jerry Dulgar, City Manager Jim Fornell, Adm. Asst. Motion by Councilman Sauer, seconded by Councilman Stauffer to approve the minutes of the March 17, 1975 Special Meeting. Motion carried unanimously. The minutes of the March 11, 1975 Council meeting were amended as folows: Page 2-Para. 4: Eliminate the word "camp" from 'campground". Motion by Councilman Stauffer, seconded by Councilman Sauer to approve the minutes of March 11th as amended. Motion carried unanimously. -There was no one from the Planning Board present to give the Board's recommendat- ions from their meeting of March 18, 1975 and Mr. Wm. Flaherty explained his own request for a lot size variance of five feet to enable him to build a swimming pool at his residence at 3200 Rankin Road. He supplied a copy of the Certificate of Survey for the property indicating the area in which he planned to build the pool and questioned whether a public hearing was necessary since the Board had been furnished a letter from Rev. Paul Stohlberg which indicated the Salem Covenant Church which owned the property to the south of the proposed structure would offer no opposition to the proposal. Councilman Sundland advised him that both city and state ordinances require a public hearing but that the Council would be willing to follow the recommendations of the Planning Board and would set the public hearing for 8 P.M. during the next Council meeting, April 8th. This was possible since it was ascertained that it would not be necessary to publish a newspaper notice of the hearing but only see .to it that all neighbors within 200 feet of the proposed project are notified. Motion by Councilman Sundland, seconded by Councilman Sauer to set a Public Hearing for 8 P.M. , April 8, 1975 on Mr. Flaherty's request for a variance of 5 feet to build a swimming pool at 3208 Rankin Road. Motion carried unanimously. The Council felt that no action should be taken on Resolution #75-019 A RESOLUTION REQUESTING THE STATE HIGHWAY DEPARTMENT REDUCE THE SPEED LIMIT ON U.S. HWY 8 BETWEEN LOWRY AVENUE, EXTENDED, AND COUNTY ROAD C. The Council felt as long as the Highway Department was willing to install 35 MPH advisory speed limit signs for Hwy 8 traffic on both approaches to the St. Anthony Boulevard crossing until the traffic semaphores are installed at that intersection. The City Manager was instructed to advise the Highway Department that the City will accept the advisory speed limit signage they had proposed. I
