A-, . .:arles Pennington, who were in <br /> attendance for other reasons, also ccn-.en-�ed and asked questions on the subject <br /> and there was also discussion of the cost of enforcing the prohibition against <br /> drain tile flow into the sa.n4 tare lines; the reasons why violations have not <br /> been detected by the Building Inspectn-c, and -cne possible costs to residents <br /> for correction of their drainage systems <br /> Motion by Councilman HEik, seconded by Councilman Sauer to direct the City <br /> Manager and Attorney to draft an ordinance designed to more stringently <br /> control ground water drainage into the City sanitary sewer system and to also <br /> direct the City Manager to seek Federal funding for the project. <br /> Motion carried unanimously. <br /> Following a recess from 9:45 to 10:00 P.M., two representatives of the St. <br /> Anthony Jaycees related the group's plans for a Clean Up Day at the Salvation <br /> Army Camp on May 31st. Mr. Jim Gahagan, 3923 Foss Road, and Mr. Fred Lavicky, <br /> 3920 Macalaster Drive, told the group that they hoped to have about 150 persons <br /> representing all community organizations, participating in the raking, debris <br /> clean-up and clearing of the lake shoreline. The Manager cautioned against <br /> interference with the nesting of ducks. The Council was invited to participate <br /> and the Mayor commended the Jaycees for their efforts. <br /> Tom Sheller, 1943 Sky High Drive, and Collin Dickey, 2925 Crest View Drive, <br /> representing the St. Anthony High School Student Council, appeared to request <br /> • <br /> they be allowed to hold an outdoor musical festival in Central Park from 3:00 <br /> P.M. to 10:00 P.M., June 41 1975. They told what arrangements they planned to <br /> make for providing security, electricity, restroom facilities and parking and <br /> said they would be able to give the Council firm plans for the event at the <br /> next Council meeting. <br /> Mr. ;ahagen and Mr. Lavicky shared some of their experiences in putting on a <br /> similar event and the latter and the Manager agreed to help the boys with <br /> setting up the electrical outlets to serve the amplified band as well as <br /> provide lighting. Mr. Dulgar also suggested the students should give some <br /> consideration to having the Fire Department stand by with an emergency vehicle <br /> in case of emergencies. <br /> Motion by Councilman Sauer, seconded by Councilman Stauffer to grant tentative <br /> approval to the plans fo- the use of Central Park for a music festival on <br /> June 4, 1975 with the understanding that the Student Council representatives <br /> would be able to provides firm plans at the May 27th Council meeting indicating <br /> their ability to meet the following conditions: <br /> 1. Four security guards are to be provided, all of which would have to <br /> meet Police Department approval. <br /> 2. Parking is to be restricted on Silver Lake Road and in the playground <br /> area of the Parkview School. <br /> 3. Any use of intoxicating beverage„ and narcotics is to be prohibiced. <br /> 4. The Student Council will provide supervision of the affair assisted <br /> • by the Police Department. <br /> Motion carried unaoimously. <br />
