Mr. Dulgar <br /> told them that incident; was caused by limbs of trees in the sewage pipes which <br /> resulted in a backup of the flow of sewage into the line which serves 29th <br /> Avenue, <br /> There was also some discussion of a similar occurence on June 6, 197+. <br /> Councilman Stauffer left the meeting temporarily at 8:35 P.M. <br /> The Street Department and Fire Department were commended by some of the resi- <br /> dents for their quick response to calls from the residents during the emergency. <br /> Only one voiced criticism of response made by City officials. Mr. Swanson <br /> demanded proof that the water from the drain tiles was the cause of the mishap <br /> before the City should undertake the expensive task of enforcing restrictions <br /> against diverting ground water into the sanitary system. Mr. Anderson agreed <br /> that the problem might be caused by such diversion and suggested that all drain <br /> tile lines should be "cemented up'.. <br /> In response to the remarkes from the residents, Mr. Dulgar noted the observation <br /> made by the Supt. of Public Works in his memo of April 29th that at 2:00 A.M. <br /> April 28th, when the sanitary system should have been receiving a minimum of <br /> • <br /> flow from household use, the flow in the lines had not subsided at all, which <br /> Mr. Hamer and Mr. Dulgar felt provided proof that the excess flow was caused <br /> by rain runoff through the drain tiles into the sanitary sewer lines. <br /> The City Engineer explained the positioning of the sewer and sanitary lines <br /> down 29th Avenue N.F. and Highway 8 and said there is no place where the two <br /> systems are connected. <br /> The Mayor illustrated the manner in which the lift station at 37th Avenue <br /> N.F. operates and said the station was turned off during the crisis to prevent <br /> any further pumping of sewage towards 34th Avenue N.E. <br /> The Manager told of plans for closed circuit televising of some sewer lines and <br /> rodding of sanitary sewer lines which should detect a break in the sewer lines <br /> which could have caused infiltration into the sewage lines. <br /> Mr. Comstock and Councilman Sundland confirmed that such a project would soon <br /> have to be undertaken in any event to meet the requirements of the Metro Waste <br /> Commission under the regulations imposed by the Federal government whereby all <br /> communities will be required to ascertain their inflow and infiltration into <br /> the sewage lines to eliminate any material except sewage being transported to <br /> the Pigs Eye Sewage Center for treatment. The inability of both the Roseville <br /> and Minneapolis sewage lines to handle the flow from St. Anthony during the <br /> heavy rainstorm on the 27th was also presented as an addition to the problem <br /> for St. Anthony. <br /> 40 Councilman Stauffer returned to the meeting at 9:25 P.M. <br />
