The Council considered Mr. Fornell 's January 6th mer,orandum regarding <br /> • the eligibility determinations for projects being considered for fund- <br /> ing with Community Development Block Grant Funds and the Metropolitan <br /> [caste Control Commission 's plans for sewer inflow and infiltration <br /> studies. Since the latter_ seemed to possibly provitae a resource in <br /> evaluating the City' s sewer problems, the proposed sewer study pro- <br /> ject was eliminated from. consideration. Also influencing the Council 's <br /> decision regarding the best uses for the funds , was the January 14th <br /> letter from Hennepin County commenting on the eligibility of other <br /> projects which had been considered by the City. Councilman Stauffer <br /> said she had always felt the original goal of the funds to enable <br /> each community to promote low income housing should be given priority <br /> fer the City's use of the funds but had become convinced this might <br /> be better handled through other sources such as the Minnesota Housing_ <br /> Finance Agency Loan progran. Pyr. Fornell said there had been little <br /> response to a home improvement grant ,.program to date but that the <br /> H.H.F.P . loan program may reach a larger market. <br /> Motion by Mayor Miedtke and seconded by Councilman Haik to authorize <br /> the Administrative Assistant to make an application for Community <br /> Development Block grant Funds for the following designated uses : <br /> 1. $9 ,000 for boulevard beautification through tree plantings <br /> and possibly walkways which will be decided on later. <br /> 2. $15,000 for tennis court construction. <br /> • 3. $2, 500 for local option activity. <br /> 4. $500 for a plague and possible fencing to designate the <br /> St. Anthony Cemetery as a historical site. <br /> 5 . $2,000 for administrative costs . <br /> Motion carried unanimously. <br /> ;Motion by Councilman Sundland an6 seconded by Mayor Miedtke to create <br /> a task force to study the chemical dependency problem in St. Anthony <br /> whose purpose is to provide the research anti resources to identify <br /> the problem; identify the resources which ray be utilized in solving <br /> the problem, and to recommend action which is to be taken by the City. <br /> The task force will be headed by Donna Stauffer as chairman and will <br /> include a police officer to be designated by the Vanacger; Ruth Hu_lt- <br /> gren of the St. Anthony High School Parents Group (who was present) ; <br /> Reverend Glenn TSI. Martin of Faith United Methodist Church; Dr. William <br /> Carr, who will be consulted regarding a physician to serve; a Human <br /> Relations Committee representative designated by the Committee and <br /> an 11th or 12th nrade stu<3ent to be recoiiat!ended by the Student Council <br /> of the St. Anthony High School. <br /> Mn-Firni carried unanimously. <br /> • [7otion by Councilman Sundland and seconded by Councilman Haik to table <br /> consideration of an ice arena. <br /> (5) <br />
