• CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> March 29 , 1977 <br /> The meeting was called to order by Mayor Miedtke at 7 : 30 P.M. <br /> Present for roll call: Sundland, Haik, Miedtke, Stauffer and Sauer <br /> Also present: Jerry Dulgar, City Manager <br /> Jim Fornell , Administrative Assistant <br /> Motion by Councilman Stauffer and seconded by Councilman Haik to <br /> approve the minutes of the March 15 , 1977 Council meeting. <br /> Motion carried unanimously. <br /> gorge Marks presented the recommendations to the Council as they <br /> were made by the Planning Board during their March 15 , 1977 meeting. <br /> He said during the Public Hearing that evening on the request from <br /> Richard and Phyllis Fudali to erect an apartment building of approx- <br /> imately 30 units on Foss Road which will be oriented to the holding <br /> pond which is known as Mirror Lake. The Board had unanimously agreed <br /> to recommend approval of rezoning the property to allow the con- <br /> struction. Mr. Fadali , 500 Brookdale Towers , discussed his proposal <br /> and told the Council he did not plan to start construction of the <br /> building until April, 1978. <br /> Agreeing that the development would provide a better use of that <br /> particular property than its existing zoning for "light industrial" <br /> since the usage will be more compatible to the residential neighbor- <br /> hood, the Council took the following action: <br /> Motion by Councilman Sauer and seconded by Councilman Sundland to <br /> approve rezoning Lots 17 and 18, Block 12 , Mounds View Acres , Second <br /> Addition from "L. I. " (light industrial) to "R-4" (multiple dwelling) <br /> to allow the construction of the proposed apartment building as pre- <br /> sented by Mr. Richard Fudali on that property. <br /> Motion carried unanimously. <br /> Charles Bartlett, 7721 Pillsbury Avenue South, representing Speciality <br /> Equipment Company, then appeared to present his request that he be <br /> allowed to construct a self service car wash off the private service <br /> road just east of the Firestone store along 39th Avenue N.E. Mr. <br /> Marks reported that a majority of the Board had felt the request for <br /> concept approval deserved an affirmative recommendation to the Council <br /> subject to the conditions cited in the March 15th minutes. The ap- <br /> plicant then told the Council of his company' s success in developing <br /> • this type of business saying one of the projects in Bloomington had <br /> evoked not one objection when a request for expansion was approved by <br />
