• Mr. Fornell was requested that when he polled the members of the <br /> Planning Board regarding which of the evenings they would prefer for <br /> the dinner meeting, to indicate to them the Council 's preference for <br /> the 6th so that agreements reached that evening could be used in <br /> considering such applications which may come in during June. <br /> The Attorney advised the Council that it will be necessary for a <br /> quorum to be present for the Board of Review which is to be held May <br /> 12th. <br /> The year end prosecution summary for 1976 from the Dorsey Firm and the <br /> April North Memorial Medical Center report were filed. <br /> Motion by Councilman Stauffer and seconded by Councilman Sauer to <br /> table action on the May 3rd Long Term Debt Analysis from Jim Fornell <br /> so that input can be obtained from the City' s fiscal consultant. <br /> Motion carried unanimously. <br /> Motion by Councilman Stauffer and seconded by Councilman Haik to <br /> schedule a workshop on financial planning to be held June 23rd if the <br /> joint meeting with the Planning Board is not held that evening. <br /> Motion carried unanimously. <br /> Staff will give Council members any further briefings they may desire <br /> before the workshop and the Council will consider Mr. Fornell 's recom- <br /> mendation that a committee be formed of residents who might have <br /> special expertise to advise the Council regarding the on going task <br /> of capital long range planning. <br /> Councilman Haik shared with the Council the information she and Council- <br /> man Sundland have obtained through the study they have made of defer- <br /> ment of assessment payments for senior citizens . Councilmembers <br /> agreed with the Manager that it would be best to establish a formal <br /> criteria to be applied to each application for such a deferment to <br /> guard against unequal treatment. Councilman Haik will incorporate the <br /> input she and the Manager have gotten from other municipalities who <br /> have adopted the program into a recommendation for action by the <br /> Council. <br /> Progress of the Omnibus Tax bill through the legislature was discussed. <br /> Particulars of the agreement he has negotiated with the City Fire- <br /> fighters which he views as a good settlement were discussed with Mr. <br /> Dulgar. <br /> Motion by Councilman Sauer and seconded by Councilman Stauffer to <br /> approve the agreement with the City Firefighters as negotiated by the <br /> Manager. <br /> • Motion carried unanimously. <br /> (4) <br />
